On February 13, 2025, at the Hanoi office, the Advisory Council convened to discuss the 2025 operational plan, chaired by Mr. Ho Nghia Dung – Chairman of the Advisory Council. The meeting was attended by Mr. Ho Minh Hoang – Chairman of the Board of Directors (BOD), along with members of the BOD and the Group's Executive Board.

At the outset of the meeting, Mr. Ho Nghia Dung, Chairman of the Advisory Council, reviewed the key achievements the council has made in recent times. He emphasized that, under the guidance of the Chairman of the BOD, the advisors actively conducted on-site inspections, provided assessments, and offered timely advice to address issues arising during the Group's operations. Thanks to the close coordination between the advisors and the professional departments, projects were executed efficiently, meeting both the progress and quality targets, thereby making a significant contribution to the Group's overall development.

Within the framework of the meeting, Mr. Tran Chung, Vice Chairman of the Advisory Council, presented the operational directions for 2025, highlighting key areas where the Advisory Council will continue to provide guidance for the Group's activities. These include promoting international cooperation, enhancing the effectiveness of legal affairs, overseeing construction quality, accelerating the progress of key projects, especially the components of the North-South Expressway, and conducting research to consolidate resources in preparation for high-speed railway projects.

In 2025, the Advisory Council will continue to research and address issues related to newly amended laws, including the Law on Planning, the Law on Investment, the Law on Public-Private Partnership (PPP), the Law on Bidding, and the Law on Land. Additionally, the Advisory Council will collaborate with relevant authorities and legal experts to ensure the smooth implementation of projects, full compliance with legal regulations, and support for effective and transparent investment and project development activities.
With key projects underway, the Advisory Council plans to continue organizing practical field visits to project sites to oversee construction progress, assess project quality, and ensure labor safety. This approach allows for the timely detection of potential issues and risks, enabling early warnings and recommendations for effective risk management.
In his role as an advisor and financial supervisor, Advisor Ngo Van Quy emphasized that he will continue to oversee and expedite the preparation of acceptance and payment records for projects, ensuring the capital recovery process complies with regulations. Additionally, the Steering Committee will participate in inspections and audits to assess the efficiency of capital usage, while advising and supporting the Executive Board in resolving financial issues and capital recovery challenges.
In terms of project security, the Steering Committee is committed to ensuring safety and order at construction sites. Advisor Bui Van Ha stressed the importance of conducting in-depth research and developing a specialized strategy to completely resolve long-standing issues that affect the Group's operations. He also emphasized the need to closely monitor the selection process for equipment, machinery suppliers, and subcontractors.
The Group prioritizes training and developing human resources, which remains a top focus of the Advisory Council. According to Advisor Duong Dang Hue, enhancing the monitoring and selection of suitable personnel is essential to prepare the Group to “take the lead” in upcoming high-speed railway projects. Intensive and specialized training programs are necessary to meet the increasingly high standards of large-scale and modern projects.
Additionally, the Advisory Council will continue to promote the development of party and youth organizations within the Group, ensuring that the Party organization plays a role in guiding and supporting the company's production and business activities. This approach aims to foster a creative, innovative, and united working environment. Building a strong corporate culture will also be prioritized to maintain cohesion among employees.
Regarding communication, Advisor Ho Quang Loi affirmed: “2025 marks a significant milestone in DEOCA GROUP's 40-year development journey. This is a golden opportunity to strengthen brand positioning and widely promote the Group's cultural values and remarkable achievements.” He also emphasized that the Advisory Council will work more closely with the Group to enhance communication efforts.
At the meeting, Mr. Ho Minh Hoang, Chairman of the Board of Directors of DEOCA Group, shared that 2025 will be a year filled with both challenges and opportunities as the Group completes key projects and embarks on new ones. From the second day of the Lunar New Year, numerous significant activities and programs have already taken place. At the project sites, the honor of welcoming senior leadership of Party and State for visits and inspections serves as a testament to the Group's recognized contributions to the development of national transportation infrastructure.
“There were significant achievements in 2024, but many challenges remain. Therefore, a thorough re-evaluation of existing issues and a strategic plan for 2025 are essential. The Advisory Council will serve as a bridge between the Board of Directors (BOD), the Executive Board, and professional departments in risk management, providing consultation and advice to help control the Group's operations and promptly address emerging issues”, the Group Chairman emphasized. He also urged the BOD, the Executive Board, and related departments to proactively seek guidance from the Advisory Council to further enhance work efficiency in 2025.
