Medical facility in Quan Ba Highlands gifted by the General Secretary is ready for operation

Overcoming various construction challenges, the construction of the Medical Examination and Treatment Department of the Quan Ba Regional General Hospital (Tuyen Quang province), a special gift from General Secretary To Lam to the local community, has been completed by DEOCA Group. The project meets all standards in terms of timeline, quality, and safety, and is now ready for handover and operation.

The construction of the Medical Examination and Treatment Department of the Quan Ba Regional General Hospital consists of a four-story building and a rooftop utility floor, covering more than 2,082 square meters of floor space. With a total investment of 1.3 million USD, the facility includes 30 hospital beds, examination and treatment rooms, offices, a multipurpose hall, and is fully equipped with modern technical systems, electricity, water supply and drainage, air conditioning, internal networks, fire safety systems, elevators, and essential medical devices. The project also features a well-planned outdoor landscape with gardens, fencing, outdoor lighting, and auxiliary buildings for backup power and water systems.

This is a highly meaningful project, gifted by General Secretary To Lam to the Party Committee, government, and people of Quan Ba (now Quan Ba commune), a mountainous border region still facing many hardships. DEOCA Group was assigned as the implementing unit. In addition to improving healthcare services for ethnic communities in the highlands, the project reflects the Party leadership’s deep commitment to protecting and enhancing public health in remote border areas.

Total investment of the project is 1.3 million USD.

On July 14, Brigadier General Nguyen Hong Nguyen, Deputy Chief of Administrative Office of the Ministry of Public Security, led a delegation including representatives from various departments and agencies in Tuyen Quang province to inspect the project site.

Reporting to the delegation, representatives from DEOCA Group confirmed that all major and supporting works had been completed. Systems such as electricity, air conditioning, elevators have been installed, tested, and are in trial operation. Furniture including desks, chairs, file cabinets, and auditorium equipment, as well as medical devices like ultrasound machines, gastrointestinal endoscopy systems, immunology testing equipment, and ENT endoscopy devices have all been fully installed. The construction team is currently conducting final industrial cleaning and working with hospital to disinfect and sterilize from July 11 to 14, in preparation for handover.

This is the construction gifted by General Secretary To Lam to the Party Committee, government and people of Quan Ba.

During the on-site inspection, the Ministry of Public Security delegation and Tuyen Quang provincial departments surveyed the components and praised DEOCA Group’s execution capacity.

Brigadier General Nguyen Hong Nguyen acknowledged that despite a short construction schedule, high workloads, and adverse weather conditions, the team delivered with professionalism and a strong sense of responsibility, strictly adhering to the approved design documents. The delegation also recommended adding several auxiliary components to improve the facility’s long-term usability.

Concluding the inspection, the Deputy Chief of Administrative Office of the Ministry of Public Security announced that the project would be officially handed over on July 25, 2025. “This is a special construction that should be put into service for the people as soon as possible, under the principle ‘put each completed section into operation immediately’”, Brigadier General Nguyen Hong Nguyen emphasized.

On behalf of DEOCA Group, the project representative affirmed their continued close coordination with relevant authorities to swiftly complete the newly requested additions and ensure the facility is ready for operation and effective service to the public.
