Overcoming adverse weather, ensuring the goal of route opening

On the morning of June 30, during a working trip to Cao Bang province, the delegation from the Ministry of Construction - led by Minister Tran Hong Minh - visited to inspect the construction activities of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Project.

Reporting on the site clearance work, Mr. Dang Tien Thang - General Director of the project enterprise - stated that to date, the local government has handed over 93.14/93.35 km of the site (equivalent to 99%) for construction implementation.

To accelerate the progress, contractors are currently mobilizing 1,500 machines and 3,260 workers working on 326 fronts. To date, the construction output achieved is 3,350/10,628 billion VND, equivalent to 31.5% of the total project value.

In which road construction has excavated 13.81/23 million m³, backfilled 7.25/15 million m³, and completed 410/511 culverts and underpasses. Currently, 54/59 bridges are under construction (5 transverse overpasses have not yet started); 26,432/29,720 m of bored piles have been achieved; and 203/314 abutments and bridge piers have been completed.

With less than 6 months remaining to complete the goal of opening the Dong Dang - Tra Linh Expressway route according to the Prime Minister's directive, contractors are accelerating construction implementation. Resources are mobilized at a high level, with the number of machinery and personnel increasing by 1.5 to 2 times compared to before, aiming to expand construction fronts and shorten the project schedule. If the weather continues to be adverse, the situation of segmentation of the construction site will cause significant losses. In particular, thousands of workers are at risk of temporary suspension, while equipment and machinery wait idle, causing wasted resources and severely affecting construction progress.

Contractors mobilize maximum machinery and personnel, working “3 shifts, 4 teams”, to compensate for output and progress when the weather is sunny.

Facing this situation, the Project Enterprise proactively coordinated with contractors to develop construction plans during the rainy season, providing safety training, environmental sanitation knowledge, and response skills for extreme weather conditions for all workers on the site.

To achieve the goal of opening the route in 2025 as correctly directed by the Prime Minister, the investor and the Project Enterprise propose that the People's Committees of Lang Son and Cao Bang provinces definitively complete the site clearance work, including the technical design stage, relocation of technical infrastructure, and handing over the sites for disposal areas before July 15.

Furthermore, the Cao Bang Provincial People's Committee is requested to accelerate the adjustment of the investment policy for Phase 1 of the project and sign the project contract appendix in July 2025 to ensure the conditions for route opening in 2025. They are also requested to complete the approval of the Phase 2 project so that the investor can commence construction continuity on August 19, 2025.

“We propose that the Ministry of Construction and the Cao Bang Provincial People's Committee unify the content of the transitional implementation of decentralization and delegation of authority according to Decree 144/2025/ND-CP for the Project Enterprise to continue coordination and implementation,” Mr. Dang Tien Thang stated.

Acknowledging the efforts of the units in overcoming weather difficulties, Minister Tran Hong Minh directed contractors to continue to mobilize maximum machinery and personnel, working “3 shifts, 4 teams” to compensate for output and progress when the weather is sunny.

“This is one of the most challenging projects currently, but it also carries significant political and strategic meaning,” Mr. Tran Hong Minh assessed.

The head of the Construction sector requested the local government to promptly resolve difficulties and obstacles for investors and contractors to meet the goal of opening the project route in 2025 and commencing Phase 2 on the occasion of August 19.
