On the morning of March 15, 2025, in Bac Kan City, Minister of Construction Tran Hong Minh issued the commencement order for the Cho Moi – Bac Kan Expressway Investment and Construction Project. The project has a total route length of 28.8 km, with a total investment of over 5,750 billion VND funded by the state budget, implemented by the Phuong Thanh - Deo Ca - Truong Son contractor consortium, and is expected to be completed within 24 months.

Speaking at the commencement ceremony, Minister of Construction Tran Hong Minh stated that currently, Vietnam has put into operation 2,021km of expressways, with approximately 3,000km to be put into operation by the end of 2025, and about 5,000km by the end of 2050.
Emphasizing the strategic importance of the Hanoi – Thai Nguyên – Bac Kan – Cao Bang economic corridor, which connects the northern mountainous provinces with Hanoi Capital, Minister Tran Hong Minh noted that the corridor has now formed a connection from Hanoi Capital to Thai Nguyen province.
“The investment in the Cho Moi - Bac Kan Expressway will connect Bac Kan with Hanoi Capital and Hai Phong international seaport through a modern and convenient road transport system, reducing transportation time and costs, supporting investment attraction, strengthening regional connectivities, and connecting localities”, Minister Tran Hong Minh emphasized.
The Cho Moi - Bac Kan route, initially invested, connects Bac Kan City with Hanoi Capital, meeting convenient and safe transportation needs, creating a driving force for socio-economic development along this corridor, gradually completing the road network planning for the period 2021-2030, with a vision to 2050.
To ensure the project is completed with high quality and on schedule, the Minister of Construction requested the Bac Kan Provincial People's Committee to continue focusing and decisively organizing the implementation of land clearance and resettlement efforts; and to promptly support the resolution of licensing procedures for the exploitation of construction material mines.
Project perspective
“The investor, supervisory consultants, design consultants, and construction contractors must develop a scientific construction plan and method, suitable to actual conditions, ensuring progress, quality, safety, and environmental hygiene; and strictly adhere to the project's technical requirements and relevant legal regulations”, the Minister directed.
Delegates pressed the button to officially commence construction of the Cho Moi – Bac Kan Expressway
Mr. Nguyen Dang Binh, Chairman of the Bac Kan Provincial People's Committee, stated that the locality has actively implemented land clearance, compensation, and resettlement support to ensure the project's commencement today.
“The invested Cho Moi - Bac Kan Expressway Project is of significant importance, shortening travel time, attracting investment, strengthening connectivity, enhancing operational capacity, and promoting socio-economic both locality and inter-regional area”, Mr. Nguyen Dang Binh emphasized.
After the commencement ceremony, the contractor consortium immediately mobilized manpower and machinery, ready to begin construction, determined to ensure the project's progress, quality, and safety, with basic completion targeted for 2026.
The Cho Moi – Bac Kan Expressway Investment and Construction Project has a total investment of 5,750.76 billion VND, funded by public investment. The route begins at its connection with the Thai Nguyen - Cho Moi Expressway in Cho Moi District (Bac Kan) and ends at its junction with the Bac Kan - Cao Bang Expressway in Bac Kan City. The total route length is 28.8 km, including 28.4 km of the main expressway and 0.4 km of the connecting segment. The route is invested with a scale of 4 lanes, a roadbed width of 22m, a designed speed of 80km/h, and includes 18 bridges with a total length of 4.66km. The project is managed by Project Management Unit 2 (PMU2) as the investor and implemented by the Contractor Consortium comprising Phuong Thanh Transport Investment and Construction JSC - DEOCA Construction JSC - Truong Son Construction Corporation - DEOCA Group JSC. The construction is expected to be basically completed in 2026, after 24 months of implementation. |
