On February 1, 2025 (the 4th day of the Lunar New Year), the People's Committee of Binh Duong province officially launched the construction of the expressway project passing through the province. The event was attended by Prime Minister Pham Minh Chinh, Deputy Prime Minister Tran Hong Ha, and leaders from central and local ministries and agencies.

The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, running through Binh Duong province, spans over 52 km and is planned as a six-lane expressway with a design speed of 100 km/h. This is the first expressway directly linking Ho Chi Minh City with Binh Duong and Binh Phuoc, further extending to the Gia Nghia - Chon Thanh Expressway, which connects to the Central Highlands.
In the first phase, the project will feature four expressway lanes, continuous emergency lanes along the entire route, and a roadbed width of 25.5 meters. With a total investment exceeding VND 8,833 billion, the project is being implemented under the public-private partnership (PPP) model and is expected to be completed within 36 months from the contract’s effective date.
The consortium of investors includes the Industrial Development and Investment Corporation (Becamex IDC), Infrastructure Development Joint Stock Company (Becamex IJC), Becamex Binh Phuoc Infrastructure Development Joint Stock Company (BCMC), and DEOCA GROUP Joint Stock Company.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh commended the proactive approach of the Becamex - Deo Ca consortium, highlighting their strong capabilities and extensive experience.
“I am confident that with the expertise and track record of the Becamex - Deo Ca consortium, we will successfully complete the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway on schedule”, the Prime Minister stated. He also emphasized the need for consulting units, government agencies, and local authorities to implement the project seriously, transparently, and efficiently, ensuring that no misconduct or irregularities occur.

The consortium of investors for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project brings together entities from the Becamex ecosystem, a key enterprise in Binh Duong province, and DEOCA GROUP, a leading company in Vietnam specializing in transport infrastructure projects.
Becamex, a state-owned enterprise, plays a pivotal role in the socio-economic development and industrialization of Binh Duong province, significantly contributing to its rise as one of Vietnam's leading manufacturing hubs.
DEOCA GROUP, meanwhile, has invested in and completed the construction of over 30 km of road tunnels, 410 km of highways and national roads, six major bridges, and currently manages 18 BOT toll stations across the country. Notable projects such as the Deo Ca, Co Ma, Cu Mong, and Hai Van 2 tunnels, along with the Bac Giang - Lang Son, Trung Luong - My Thuan, and Cam Lam - Vinh Hao expressways, have significantly enhanced connectivity within the North-South transport network, fostering both regional and national socio-economic development.
The Binh Duong Provincial People's Committee has issued a decision approving the investor selection results.
Additionally, DEOCA GROUP is the investor behind the Dong Dang - Tra Linh and Huu Nghi - Chi Lang expressway projects, with a total investment exceeding VND 25,300 billion. These projects commenced in 2024 and are expected to be completed by 2026. Deo Ca is also actively involved in the construction of key projects such as the Quang Ngai - Hoai Nhon, Chi Thanh - Van Phong, and Khanh Hoa - Buon Me Thuot expressways, as well as Ho Chi Minh City Ring Road 3 and the Long Thanh Airport connection route. The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway links Ho Chi Minh City Ring Road 3 with Chon Thanh Town (Binh Phuoc Province), serving as a catalyst for development in the Southeast region by expanding urban and industrial spaces. Once the Chon Thanh - Gia Nghia Expressway is completed, the route will further extend to the Central Highlands, enhancing regional connectivity, driving socio-economic growth, and strengthening national defense and security. Additionally, the project contributes to achieving the Party and Government’s goal of developing 5,000 km of expressways during the 2021-2030 period.
Following the groundbreaking ceremony of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project, the Prime Minister and his delegation inspected the construction progress and extended New Year greetings, along with gifts, to workers at the Tan Van intersection under the XL01 package of the Ring Road 3 project.
