The wet season, the complicated development of the Covid-19 epidemic in the South, the suppliers’ speculation, material scarcity and high cost, etc., are greatly affecting the quality and progress of Trung Luong - My Thuan expressway project.
The South is entering the rainy season. This is one of the unfavorable condition that greatly affects the construction progress of the project. The contractors are trying to gather supplies, materials, machinery and equipment and organize working all day and night to speed up the progress.
According to the report of the Board of Directors, some roadbed sections have completed unloading work to carry out the next items, including K98 upper subfloor, crushed stone foundation, asphalt concrete... The traffic safety package has basically finished casting the middle divider, B40 mesh fence foundation, barbed wire fence post and foundation... and is being erected at the site.
In addition, Trung Luong - My Thuan expressway passes through a complex geological area, up to 45km/51.5km is weak ground that needs to be treated, of which 40km must be treated by wicking and loading. Recently, many sections have completed loading, but still have to wait for another 2-4 months to be able to unload, because the settlement rate in the last months is still high (> 10mm/month).
At the same time, the project progress has been affected due to climate change, scarcity and rising prices of materials and some suppliers are holding goods. From the end of 2020 and especially in the first 4 months of 2021, the materials price tends to increase over the same period. Market survey showed that the general price of construction materials increased by about 25% compared to the beginning of the year, steel price increased dramatically by about 40-45%, causing many difficulties for contractors.
Mr. Ho Dinh Chung, Deputy General Director of Trung Luong - My Thuan BOT Joint Stock Company said: "Due to the scarcity, the price of materials has increased significantly compared to the signed contract. Therefore, some suppliers accepted the penalty to cancel the contract, leading to the lack of materials for construction. In addition, the complicated and prolonged situation of Covid-19 epidemic has seriously affected the construction plan, progress and quality of the project.
Besides the difficulties caused by climate change, scarcity of materials and sudden price increases, the complicated and prolonged epidemic make it difficult to mobilize materials, machinery, equipment, and human resources as well as organize construction. The People's Committee of Tien Giang province has directed the Investor to strictly implement epidemic prevention and control measures as recommended by the Ministry of Health; coordinate with localities to strictly control workers who are returning from provinces that have Covid-19 cases in order to prevent the epidemic from spreading to the community.
Due to the epidemic prevention, material gathering and personnel mobilizing are facing many difficulties. These reasons have greatly affected the overall progress of Trung Luong - My Thuan Expressway Project.
