(NLĐO) - After many efforts to overcome difficulties and obstacles, Bac Giang - Lang Son BOT Joint Stock Company officially put the Bac Giang - Lang Son expressway into operation for free during the Canh Ty New Year from 0:00 on January 15, 2020.
Bac Giang - Lang Son expressway was completed and put into technical open in late September 2019, officially operate from 0:00 on January 15, 2020 and will be free for 01 month.
After many efforts, putting aside the difficulties about the financial plan that caused damage to themselves, Bac Giang - Lang Son BOT Company (belonging to Deo Ca Group) officially opened for puplic traffic Bac Giang - Lang Son Expressway for free during the Lunar New Year 2020 from 0:00 on January 15, 2020 until February 14, 2020.
Bac Giang - Lang Son expressway has a total length of 64 km, the starting point at Km45 + 100 (intersecting with National Road 1 in Mai Sao commune, Chi Lang district, Lang Son province) and the end point at Km109 + 660 connected with the end of Hanoi - Bac Giang section, the upgrade and expand National Road 1 project in BOT form (Bac Giang city, Bac Giang province) in Bac Giang - Lang Son Expressway Investment Project.
On the route, there are 5 intersections with National Roads No.1, 279, 37, 31 and Provincial Road 242. The entire route has 33 bridges including: 5 crossroad bridges crossing on the expressway, 28 water overpasses and viaducts.
Bac Giang - Lang Son expressway has a total investment of 12,189 billion dong. The road is designed 25m wide, including 4 traffic lanes and 2 emergency stopping lanes with a design speed of 100 km/h. This expressway will significantly shorten the travel time from Lang Son to Hanoi and vice versa. This is the arterial road linking the important economic corridor Hanoi - Lang Son and is one of the 7 radial expressways connecting with Hanoi capital.

Earlier, on January 14, 2020, Chairman of the People's Committee of Lang Son Province Pham Ngoc Thuong signed the Decision 79/QD-UBND announcing the operation of Bac Giang - Lang Son expressway, section from Km45 + 100 to Km109 + 660.

According to Bac Giang - Lang Son BOT Company, the free operation of Bac Giang - Lang Son expressway during Lunar New Year will reduce the estimated revenue of about VND 45 billion for a BOT project suffering negative cash flow during the first period of exploitation. With the desire to share with people, Bac Giang - Lang Son BOT Company proactively petitioned Lang Son Provincial People's Committee to put the project into operation for free to minimize traffic accidents, timely serving the travel needs of people in the traditional Tet holiday, and on the other hand to verify and evaluate the overall operation of the route. The People's Committee of Lang Son province has approved to put the project (Bac Giang - Lang Son expressway) into operation as proposed by the investor.
Through free operating time, investors will assess the entire toll collection system, traffic safety system, continue to review, collate data and assess traffic flow and other impacts in order to work with Lang Son province for solutions to overcome the existing financial problems (including the revenue-affected) to ensure smooth and long-term safe operation conditions for projects in the future.

The operation of Bac Giang - Lang Son expressway has put an end to the stagnation of the project for more than 5 years. The route connection proves that, when the project is congested, if there is close guidance from the Government, the ministries, the involvement of investors with the ability to administer and manage the project, the drastically participation of authorities in clearance and appropriate bank support will remove the bottlenecks to bring the project to the destination on time.
In the coming time, investors will have to solve the difficult problem of the financial plan due to the removal of 1 toll station, fee exemptions and reductions for nearly 5,000 vehicles that have not been previously anticipated, and when The route of Chi Lang - Huu Nghi has not been completed, so the starting and ending points of Bac Giang - Lang Son is still stop at 30km from Ho Chi Minh and about 43km from Huu Nghi border gate.
With the motto of seeking a route instead of an exit, the investor Deo Ca Group said that together with the free operation of this expressway, they will continue work with Lang Son province and the bank to remove the remaining obstacles. Bac Giang - Lang Son BOT Company has also proposed Provincial People's Committee to report to the Provincial Party Committee, Provincial People's Council and Lang Son National Assembly Delegation on the difficult situation of the financial plan to report to the Government for solutions of supplementing the State budget capital to ensure the rationality of the financial plan, ensuring the stable and long-term operation. |
