NDĐT - From 0:00 January 15, Bac Giang - Lang Son BOT Company (Deo Ca Group) officially put the Bac Giang - Lang Son Expressway into operation and exploitation. Within one month of Lunar New Year, the circulation on this expressway are completely free.
According to the BOT Bac Giang - Lang Son Company, putting this highway into operation during the Lunar New Year will parially reduce traffic accidents and timely serving the travel needs of the people.
Mr. Ho Minh Hoang, Chairman of Deo Ca Group, said that the free exploitation of Bac Giang - Lang Son expressway during Lunar New Year will affect revenue of estimated VND 45 billion, while the project is suffering negative cash flow at the beginning of exploitation.
In the immediate future, investors will have to solve the difficult problem of the financial plan due to the removal of 01 toll station, fee exemptions and reductions for nearly 5,000 vehicles that have not been previously anticipated.
Besides, due to the uncompletion of the Chi Lang - Huu Nghi route, the Bac Giang - Lang Son expressway still stop at 30 km from Lang Son city and 43 km from Huu Nghi border gate.
Previously, on January 10th , the People's Committee of Lang Son province held a comprehensive review of the preparation and approved of putting Bac Giang - Lang Son expressway project into operation as proposed by the investor.
Through free operating time, investors will assess the entire toll collection system, traffic safety system, continue to review, collate data and assess traffic flow and other impacts in order to negotiate with Lang Son province to come up with solutions to overcome the limitations of the financial plan, including the revenue-affected. At the same time, perfecting the smooth, safe and long-term operating conditions so that the project will not be interrupted in the up coming time.
The operation of Bac Giang - Lang Son expressway has put an end to the stagnant of the project over the past five years. This proves that when the project is congested, if there is a close direction from the Government, ministries, departments, the involvement of investors with strong operating, project management capacity, the government's determination in site clearance and appropriate bank support will remove the bottlenecks to bring the project to the destination on time.
Along with the commissioning of this expressway, the investors will continue to work with Lang Son province and the bank to remove outstanding problems. Bac Giang - Lang Son BOT Company has also proposed Lang Son Provincial People's Committee to report to the Provincial Party Committee, Provincial People's Council and Lang Son National Assembly Delegation about the difficult situation of the financial plan, and report to the Government for the solutions to supplement the State budget capital to ensure the rationality of the financial plan, facilitate for the exploitation project operate stably and permanently.
