Leaders of TCQM said that people may not fully understand the technical indicators between aggregate gradation materials and superimposed load materials.
The Ministry of Transport assessed that the progress of the Trung Luong - My Thuan Expressway project has changed markedly since Deo Ca Group participated in the administration in March 2019.
The progress of Trung Luong - My Thuan Expressway project has changed significantly
Trung Luong - My Thuan Expressway project started in early 2015, however, due to the previous investors has weak capacity and unable to arrange credit capital, the project almost suspends with the construction volume during 4 years was only about 10%. This national key project has only really rebirth since Deo Ca Group was invited by the former investor consortium to run the project on March 22, 2019.
After Deo Ca Group participated in, the biggest bottleneck of the credit source for the project was removed at the end of 2019 when 4 banks: Vietinbank, BIDV, AgriBank and VPBank signed contracts to lend VND 6,686 billion. At the same time, Tien Giang People's Committee as a competent state agency also implemented many measures to accelerate the disbursement of the State budget support capital and hand over clean ground for investors to speed up construction.
“Until December 2019, Tien Giang People's Committee has handed over 100% of project’s ground. With the determination to overcome difficulties, so far, the project has reached 40% of workload, 30% increase compared to March 2019”, Mr. Nguyen Tan Dong, General Director of Trung Luong - My Thuan BOT Joint Stock Company said.
Talking with the Transport Newspaper, Mr. Dinh Manh Duc, Deputy Director of TCQM assessed, the progress of Trung Luong - My Thuan Expressway project has significant changed since Deo Ca Group was involved in managing the project in the joint venture of investors.
“Up to now, the project has reached 40% of the workload, this figure shows the great efforts and determination of investors in ensuring the connection schedule by the end of 2020, officially operation in 2021 as required by the Prime Minister”, Mr. Duc said
According to Mr. Duc, in addition to speeding up the progress, the quality of this national key project is also strictly controlled by the investor and relevant agencies, comply with current regulations. The project is implemented in the form of PPP by the People's Committee of Tien Giang province as the competent state agency responsible for the decision of project’s investment. The People's Committee of Tien Giang Province is also the agency responsible for organizing the management of investment projects in accordance with the Construction Law.
“With the function of a state management agency on construction of transport works and carrying out the assigned task of the Prime Minister to support localities in the implementation process, over the past time, the Ministry of Transport has actively coordinated with related agencies of Tien Giang province and project enterprises to promptly solve problems of design, quality management, ... not to affect the work progress”, Mr. Duc said.
Misunderstanding about the technical indicators among materials used for gradation
Referring to the recent case, on some media published information about the quality of material sources in the package XL10 of Trung Luong - My Thuan Expressway, Mr. Duc said, after checking and discover the substandard aggregate gradation materials source, investors have requested contractors to refuse and penalize related departments and individuals.
“The fact that investor discovered, zoned, then removed the volume of unqualified material sources and suspended the suppliers and criticised the responsibilities of consultants supervisors shows a very fierce spirit of investors in the work quality assurance”, Mr. Duc said.
Mr. Duc also informed that, for the materials that are not qualified for gradation, in order to avoid waste, the investor has asked the contractor to convert into superimposed load material and remove out of the construction site right after the loading is finished in accordance with the project requirements.
“However, in the recent public opinion, some people may not fully understand the technical specifications between materials used for grading and loading, leading to misunderstandings about construction quality in XL10 package”, said Mr. Duc.
It is known that Trung Luong - My Thuan Expressway has a total investment of VND 12,668 billion. The project has a total length of 51.1km, the first point is at Than Cuu Nghia intersection (connecting the Ho Chi Minh City - Trung Luong expressway), the ending point intersecting with National Road 30 at An Thai Trung intersection (Cai Be district, Tien Giang).
