On the morning of November 25, in Ca Mau province, the Steering Committee of Dong Dang - Tra Linh Expressway Project (the Steering Committee) held a meeting to exchange experiences on steering model of Dong Dang - Tra Linh Expressway Construction Investment Project and attracting investment to develop PPP projects between Cao Bang and Ben Tre, Ca Mau provinces.

Attending the meeting were Ms. Nguyen Bich Ngoc, Member of the Provincial Standing Committee, Vice Chairman of the Provincial People's Committee; Mr. Nong Thanh Tung, Member of Provincial Standing Committee, Vice Chairman of Provincial People's Council; Mr. Le Hai Hoa, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Assistant Team of the Steering Committee; Members of the Standing Committee of the Provincial Party Committee; leaders of departments, agencies of Cao Bang city; leaders of two provinces: Ca Mau and Ben Tre; Deo Ca Group.

Vice Chairman of Provincial People's Committee Mr. Le Hai Hoa reported the project implementation progress. Accordingly, in November 2020, the province selected consulting contractor and implemented the document preparation and feasibility study report; in December 2020, holding competition for architecture design options. The Provincial People's Committee considers submitting to the Standing Provincial People's Council to add 9 qualified land mines to the plan; 4 other quarries need to be changed from protection forests to production forests; Reviewing more new land mines to replace 3 land mines located in military areas. Provincial People's Committee has assigned 53,614 billion VND from 2020 capital to the Project Management Board of provincial traffic works to carry out project preparation work; the capital plan in 2021 is expected to be 480.5 billion VND.

Currently, the province is implementing 2 subprojects under the expressway project are building Doong Leng road and upgrading, renovating Thuy Hung - Van Trinh road. The Provincial People's Committee evaluated and approved the investment policy of the road project (expressway linking road) from Duyet Trung commune (City) to Quang Trung commune (Hoa An), Cao Bang province with highland class III road scale, 3.58km long, 12m wide of roadbed, 11m wide of road surface and total estimated investment is 468 billion VND.

Regarding the implementation plan of expressway linking road project, the provincial authority approved the investment policy and put in the medium-term public investment portfolio for the period 2021 - 2025 and completed before December 30, 2020; from February to October 2021, to select consultant to prepare feasibility study report; applying for project investment approval; decide capital allocation; select construction drawing design consultancy; select construction contractors and kick off the project.

At the meeting, the Provincial People's Committee asked the Steering Committee of Dong Dang - Tra Linh Expressway Project for the policy of establishing the Provincial Appraisal Council to perform the feasibility study report appraisal for PPP project. Approving the investment policy of the Road construction investment project from Duyet Trung, Cao Bang city to Quang Trung commune, Hoa An district Cao Bang province ( expressway linking road); hold meeting of the Project Appraisal Council; complete the report basing on the Appraisal Council’s opinion; The Standing Provincial People's Council agreed to comment on the policy; The Provincial People's Committee approves the investment policy before December 25, 2020.

Chairman of Provincial People's Committee Hoang Xuan Anh exchanged opinions about Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project.

The Project Management Center has added to the general planning of Dong Khe town (the rate of 1/2000) with an area of 1.6 hectares and will be constructed after the project’s approval; have plans to build physical model. Regarding the planning of material mines, with qualified mines, the Provincial People's Committee submits to the Standing Committee of the People's Council for approval to supplement the plan. The remaining mines continue to complete qualifying procedures and find new mines to add to the plan.

In order to approve the feasibility study report in March 2021 and have basis to allocate the central budget for the project, the Standing Provincial Party Committee should work with Central government. Proposing the provincial National Assembly delegation to report to the National Assembly and the Government to continue allocating state budget to invest in difficult projects according to Resolution 973/2020/UBTVQH14 dated 8/7/2020.

Concluding the meeting, Secretary of the Provincial Party Committee Lai Xuan Mon highly appreciated the Steering Committee, the Assisting Team, the provincial departments and agencies for working effectively and positively, meeting the requirements. At the same time, all government levels should continue to review and solve the problems on mineral mines to keep up with the overall progress.

With the determination, drasticness, innovation, proactive initiative, all government departments closely coordinate to concretize each implementation step of project, resolve documents, procedures and submit to the Steering Committee and provincial leaders in the shortest time, satisfy the requirements according to the law.

The Steering Committee's assistant team needs to concretize the proposals of the province; in which assign specific tasks to members of the Assistant Team, then sum up and submit to the Head of the Steering Committee as soon as possible to effectively implement the project.

Sharing experiences in attracting investment capital for PPP projects, Ca Mau province shared orientations for transport infrastructure development, the current problems and solutions; the investment in Can Tho - Ca Mau expressway, in which, Bac Lieu - Ca Mau section has the participation of Deo Ca Group.

Implementing the conclusion of the Prime Minister, the investment of Can Tho - Ca Mau expressway has always been coordinated by Ca Mau province to review planning and research investment in the period 2021 - 2025 (in which research on investment socialization in accordance with the law on PPP investment). At the same time, Deo Ca Group jointly researched and proposed investment plans and agreed with Ca Mau province to propose to implement Bac Lieu - Ca Mau section in BOT form combined with public investment. Total investment is about 11,145 billion VND; in phase 1 the road scale is 17 m wide, including 4 motor lanes; the implementation period is from 2021 - 2025.

Leaders of Ben Tre province discussed the implementation of the expressway project.

For Ben Tre province, in the period 2020 - 2025, the policy is to develop towards the sea, creating new space for economic and marine urban development, in order to implement the National Marine Strategy. Including the plan to make the southwest coastal road to create a highlight, the expected investment form is PPP projects. Secretary of the Provincial Party Committee Lai Xuan Mon shared his experience on the establishment of public land fund and procedures for preparing expressway project documents. At the same time, the expressway has a particularly important meaning for socio-economic development, national defense – security. The expressway is also a cultural heritage, creating a driving force for tourism development by national cultural identity; connecting with other cultural - historical heritages, large urban areas ... In the implementation of the expressway project, the Steering Committee has mobilized the political system to take part, assign specific tasks to each level, and at the same time set up 7 assistant teams to carry out site clearance... from there requirements.
