On March 11, 2021, Cao Bang Provincial Party Committee held a meeting of Steering Committee of Dong Dang (Lang Son Province) - Tra Linh (Cao Bang Province) Expressway Construction Investment Project.
The meeting was chaired by Mr. Lai Xuan Mon, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Delegation, Head of the Steering Committee.

At the meeting, Mr. Le Hai Hoa - Vice Chairman of Cao Bang People's Committee, Leader of the Assisting Team of the Project Steering Committee said that on March 5, 2021, the Provincial People's Committee held a meeting to consider the final report. The Chairman of the Provincial People's Committee has concluded some of the main contents related to the investment and construction of Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway.
Accordingly, the province agreed on local adjustment plans for point 1 in Trang Dinh district (Lang Son), point 2 in Thach An district (Cao Bang), point 3 Tra Linh town, Trung Khanh district (Cao Bang), and another point at the end of the route at Km 124 + 025 to fit the general planning of Tra Linh border gate economic zone. The total length of the entire expressway after completion is over 124 km.

Overview of the conference
The Project will be invested in two phases in accordance with the investment capital balance as well as the growth of traffic demand in the Project area. Specifically, in phase 1: Investing in the section from Km0 + 00 to Km90 + 600 with about 21 km with the 4 lanes and 17 m of roadbed and about 69.6 km with 4 lanes, 13.5 m of roadbed. The mountain tunnels on the route are designed with 02 tunnel pipes. The bridges are designed in accordance with the respective road cross-section. In phase 2: Investing to upgrade 33.4 km of the section from Km90 + 600 to Km 124 + 025 with 4 lanes, 17 m roadbed and complete the expansion to 4 lanes. Agreeing on the plan to manage and use the State capital in the project with 2 sub-projects on ground clearance and work construction with total value of about 5,000 billion VND.
For the site clearance and material mine planning and license for the project, the Provincial People's Committee has approved the cost estimate of the policy framework. Currently, the Traffic Construction Investment Project Management Board is organizing the selection of consultants, and at the same time adding 7 land mines with a total area of 32.06 ha, 2 quarries with total are of 7.6 ha to the plan for exploration, processing and use of minerals as construction materials for the project.

For the Expressway linking route from Duyet Trung ward, Cao Bang city to Quang Trung commune, Hoa An district, currently, the Traffic Construction Investment Project Management Board is selecting consultants to prepare feasibility study report for the project with the scale of mountain road grade III, 12 m wide of roadbed, 11 m of road surface and about 4 km long with total investment of 450 billion VND from the local capital.
The Assisting team also suggested that the Project Steering Committee should discuss and agree on a plan, continuing to work the state agencies to speed up the appraisal of the basic design, the impact assessment. At the same time, working with Lang Son province on related issues; Assigning the Project Feasibility Study Report Appraisal Council to soon complete the appraisal report to ensure project approval before May 15, 2021.
Concluding the meeting, Mr. Lai Xuan Mon acknowledged and highly appreciated the work that the Assisting team has carried out in the past time; at the same time, requesting the Assisting team to consider the comments of the Steering committee to supplement and complete the plan, develop schedule for each member of the Steering committee and each member of the Assisting team according to their position and ability with a spirit of creativity, determination. Focusing on site clearance for the operating station and two linking road of the expressway; completeing the feasibility dossier for the basic design of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project to submit to the Ministry of Transport.

On this occasion, the Project Steering Committee announced the results of the competition for the selection of architectural design plans for some items of Dong Dang - Tra Linh expressway. In which, the first prize belongs to the Joint Venture of A2Z Construction Consulting Joint Stock Company -and ADA Design Consultant Joint Stock Company and Associates with the prize of 1 billion VND; The second prize belongs to VTCO Investment Co., Ltd. And the third prize goes to Dai Phong Construction Inspection and Consulting Joint Stock Company; The consolation prize belongs to Hoang Long Construction Consulting Joint Stock Company and Transport Science and Technology Center.
