On March 29th, Directorate for Roads of Vietnam has published the results of the irregular supervision and inspection of toll collection of BOT Ninh Loc. According to such result, there were no indications of financial loss at this BOT.

According to the representative of Directorate for Roads of Vietnam, the inspection team conducted a check on toll collection record for 7 days (from March 20th, 2019 to March 26th, 2019) at Ninh Loc toll booth.
The inspection result of toll collection record from February 01st, 2018 to March 21st, 2019 of Ninh Loc toll booth showed that, from the period of February 01st, 2018 to February 28th, 2019, Ninh Loc toll booth yielded an amount of VND 24.821.875.000, average VND 886.495.536 per day. From March 01st, 2019 to March 21st, 2019, the station collected VND 18.685.420.000, average VND 889.781.905 per day. Total amount collected from February 01st, 2018 to March 21st, 2019 is VND 43.507.295.000. Based on collection documents made and fully organized according to regulations, reports of the duly collection process at the booth, such amount guaranteed transparency and matched with the booth’s reports and traffic flow..
From the inspection result, Directorate for Roads of Vietnam concluded that the amount yielded during the 7-day inspection matched with the booth’s reports and traffic flow, guaranteed transparency, with no indications of financial loss. During the inspection period, the management, organize of service fee of Ninh Loc toll booth from the issuance of card, collection, comparison, payment, finalizing of reports at Ninh Loc Toll booth guaranteed lawful transparency. With regards to supervision, postmortem review by reviewing cases where toll collectors sold the wrong tickets face value, false card scan, all records are made and monitored according to regulations on toll collection process by the supervisory, postmortem departments and Ninh Loc toll booth. In case of selling the wrong tickets face value and scanning the wrong type of priority card, BOT Deoca Khanh Hoa made toll collectors compensate and tear additional tickets.
As a result, the Directorate for Roads of Vietnam requested BOT Deoca Khanh Hoa to promptly complete project settlement as a basis for adjusting and updating the financial plan, period of toll collection as prescribed; update postmortem software to ensure compatibility with new storage devices; take responsibility before the law for the backup of toll data and ensure the quality of toll data backup for the purpose of conducting inspection, examination and according to the requests of lawful authorities where necessary. .
According to Director General of Directorate for Roads of Vietnam – Mr. Nguyen Van Huyen, during the inspection period, the inspection team has invited some citizens to directly witness the counting of vehicles passing through BOT Ninh Loc and submit relevant documents to the inspection team. Earlier, at the end of February and early of March 2019, some citizens have gathered around to manually count the number of vehicles passing through BOT Ninh Loc, as they deemed that the toll collection process is not transparent, that the investor is hiding the actual revenue from toll collection...
“The citizens wish that when the conclusive result for inspection is out, the authority will make public such information and calculate the remaining period and amount of toll collection needed”, said Mr. Huyen.
