Speaking and steering at the Traffic Opening Ceremony of Bac Giang - Lang Son Expressway, taken place in the afternoon of September 29th, 2019, Deputy Prime Minister Trinh Dinh Dung requested the Ministry of Transport (MOT), the ministries, relevant industries, investors, governments of both provinces of Lang Son and Bac Giang to manage, operate, exploit effectively, safely and smoothly this project, contributing to the promotion and development of economic, society, security, defense, etc of the localities that the route passing, in particular as well as the whole country, in general.
Finish Ahead of Schedule
The investment policy of Bac Giang - Lang Son Expressway Project (Project) was approved by the Government and the Ministry of Transport approved the investment in September 2015; and Bac Giang - Lang Son BOT Joint Stock Company is the Investor as project implementation, with a total length of nearly 64 km, a width of 25m, 4 lanes and 2 emergency lanes, a design speed of 100km per hour, at total investment of VND 12,189 billion.
The project was commenced in 2015, however, due to the poor financial and administrative capacity of the investor, unable to mobilize capital, it was delayed by nearly 2 years. In June 2017, after the Ministry of Transport approved to strengthen the capacity, the new investor of Deo Ca Group participated in the project and in a short time, this Group unclogged financial problems, handled the contractors in poor capacity, etc, bringing the whole project to the synchronous deployment.

After more than 2 years of construction, Bac Giang - Lang Son Expressway was officially made traffic opening on September 29th, 2019, it is not only compensation of delayed progress of the previous 2 years, but also finish ahead of schedule of 3 months compared to the plan approved by the Ministry of Transport.
Bac Giang - Lang Son Expressway is located on the route of expressways connecting Hanoi - Bac Ninh - Bac Giang - Lang Son - Cao Bang, under the planning of Vietnam’s expressway network approved by the Prime Minister, creating a breakthrough for socio-economic development for localities located on the route in particular, and other regions, in general.
However, being the beginning of the route, Bac Giang - Lang Son Expressway is still about 30km from Lang Son City. Although the remaining expressway section connecting Huu Nghi International Border Gate with Chi Lang had ensured adequate legal basis and investment efficiency, it has not been implemented yet because the funding source from related parties had not been determined. This has not only affected the effective operation of Hanoi - Bac Ninh - Bac Giang - Lang Son Expressway, but also the investment implementation of a connecting expressway from Dong Dang (Lang Son) to Tra Linh, Cao Bang Province
Speaking and steering at the traffic opening ceremony of Bac Giang - Lang Son Expressway, Deputy Prime Minister Trinh Dinh Dung evaluated that this is a large-scale expressway connecting to important economic centers and a trading road gateway between Vietnam and China and other countries in the region are of great importance for development of socio-economic, defense and security development not only Lang Son and Bac Giang but also other localities.
Safe and efficient operation and exploitation
Deputy Prime Minister Trinh Dinh Dung acknowledged and praised the Ministry of Transport, the investor, the People's Committees of both Provinces of Lang Son and Bac Giang for their efforts in the project implementation management, accelerating the compensation, land acquisition, ensuring the conditions of security, social order during the project implementation, overcoming obstructions, shortening construction period, and so on, Bac Giang - Lang Son Expressway has been officially opened so far.

Deputy Prime Minister Trinh Dinh Dung requested the investor to complete urgently the remaining works (frontage roads, signboards, barriers, toll booths, etc) to finish the works, quality assurance, safety, aesthetics and environmental protection.
The People’s Committees of Lang Son and Bac Giang provinces review all planning to restructure the socio-economy in order to exploit, promote in the most effective manner, the routes for socio-economic development.
The investor continues to coordinate closely with the Ministry of Transport (MOT) and relevant localities to invest in branch lines connecting with Bac Giang - Lang Son Expressway. The MOT, Lang Son and Bac Giang Provinces strictly comply with the State’s regulations on management, operation and exploitation of the works in safety, effectiveness and smoothness. At the same time, the MOT presides and coordinates with the central ministries and branches together with Lang Son Province to complete early the investment preparation of the section connecting Chi Lang and Huu Nghi international border gate to complete soon and exploit the entire Hanoi - Bac Ninh - Bac Giang - Lang Son Expressway (Huu Nghi border gate). The MOT cooperates with Cao Bang Province to accelerate the Investment preparation of Expressway connecting Dong Dang (Lang Son) to Tra Linh border gate in Cao Bang Province.
