After "changing blood" for investors and officially deployed again from July 2017, the priority project of Bac Giang - Lang Son highway is under construction with incredible speed and they are quite confident to be able to finish by the end of 2019.
Overcoming difficulties to pushing the progress
Start again after 2 years of "freezing", the investor encountered many difficulties when having to re-implement the land clearing work (GPMB) from the beginning in the background that the local government lost faith in the previous investor's capacity. However, just over 6 months of construction with many efforts, the project has completed the same amount of time with nearly 2 years of stopping construction, which compensate the time of stopping construction.
Until now, the land has been transferred basically, earthworks and construction background reached 55% of the design volume. The project has completed 4 bridges, some sections have started construction of macadam grading foundation and asphalt concrete surface. The entire established highway can go along from the beginning to the end of the route.
Determined to finish the project by the end of 2019
Discuss with Lao Dong newspaper on March 21st, the owner's representative, - Mr. Tran Phuc Tu - said that to increase speed and take advantage of the good weather, contractors work in 3 shifts to accelerate the progress of packages and the project is highly appreciated by the local authorities for the progress, quality, labor safety activities, and environmental sanitation. The leader of People’s Committee of Lang Son Province regularly inspects the project, evaluates and commends investors implementing projects effectively and this is the models for other local projects to study. On the occasion before and after Mau Tuat Spring holiday, the leaders of People's Committee of Province went to congratulate the Tet holiday, encouraged the workers on the site and the investor also deducted a part of the budget to make Tet gifts for disadvantaged households with land cleared to express deep grateful of handing over the ground to the project.
Although efforts to increase speed but the quality management is still closely monitored. Accordingly, during the process of construction of each embankment layer, it must be checked by Site inspector and tested assay from technical targets. When it is satisfying the requirements, we will allow the contractor to fill the ground for the next layer. In addition, in order to control the quality according to the project requirements, the investor signs a contract with an independent testing unit which participates in quality testing right from the beginning of the packages implementation.
The progress and quality of the project is now controlled by flycam technology, recording and taking photos of the construction process of the packages weekly. The investor hires an independent audit units take part in to audit installment payment for the contractor also proposes to invite the State Audit to participating audit the project according each period as a basis for settlement.
In addition, to manage labor safety and environmental sanitation, each unit participating in the project must have specialized sections on labor safety and environmental sanitation, technical workers must be fully equipped with labor protection equipment. The unsuitable materials will be transported to licensed disposal areas. After completing the construction of the roadbed, site inspector implements check, measures, confirms the actual volume which the contractor dumping at the disposal area as a basis for checking and taking over payment for the contractor. The investor requires contractors to commit not to use overloaded vehicles, during the construction process to arrange fully warning signs, lights, and wires to ensure traffic safety at the construction site.
Mr. Tran Phuc Tu – representative of investors said that with the current efforts, this project might be able to finish on time by the end of 2019 to complete the new component construction with 64km long highway and open to traffic to the whole route in early 2020.
