Deputy Prime Minister Trinh Dinh Dung, leaders of Lang Son ministries, agencies and authorities cut inauguration ribbon of Bac Giang - Chi Lang expressway.

This afternoon (September 29), Bac Giang - Lang Son expressway, section Bac Giang - Chi Lang (30 km from Lang Son city) was officially opened with the presence of Deputy Prime Minister Trinh Dinh Dung.

64km of this expressway will be officially put into operation in early 2020, shorten the travel time Hanoi - Lang Son from 3.5 hours to about 2 hours.

Speaking at the ceremony, Deputy Prime Minister Trinh Dinh Dung said: “The project has a large scale and an important role, connecting Bac Giang and Lang Son provinces. In the near future, the section of Chi Lang - Huu Nghi border gate will be completed. This route plays a very important role in socio-economic development, ensuring national defense and security, shortening travel time, reducing congestion on National Road 1 and promoting trade between Bac Giang and Lang Son in particular and the whole country in general”.

The Deputy Prime Minister highly appreciated the efforts of the local authorities for the rapidity in clearance work, only less than 9 months after restarting, the site clearance was basically completed.

In order to soon promote investment efficiency of the expressway, Deputy Prime Minister Trinh Dinh Dung requires investors to urgently complete the remaining works of the project such as: Frontage road, signposts, painted lines, etc. in accordance with regulations, schedule, quality and aesthetics to put the work into operation and use. At the same time, Deputy Prime Minister instructed the local governments of Bac Giang and Lang Son provinces to review and update the master plan, restructure the economy, rearrange the population and industrial parks, ... to effectively operate Bac Giang - Lang Son expressway, especially at intersections.

“The Ministry of Transport shall coordinate with ministries, departments and local authorites in finding solutions to accelerate the process of deploying investment in Chi Lang - Huu Nghi expressway and deploying investment in Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project in the period of 2021 – 2025”, Deputy Prime Minister directed.

Bac Giang - Lang Son Expressway project was approved by the Government on October 30, 2014 and Ministry of Transport approved the investment in Decision 1249/QD-BGTVT dated April 9, 2015. The project is implemented by Bac Giang - Lang Son BOT Joint Stock Company (Investor), including 02 components: Component of National Road 1 (strengthening of road surface of National Road No. 11 section from Km1 + 800 - Km106 + 500) with a total length of about 110km ; Component of expressway (Bac Giang - Lang Son expressway, section Km45 + 100 - Km108 + 500) has a total length of about 64 km. The total investment of the whole Project is VND 12,189 billion.

The project was started in 2015 but due the management and financial capacity of investors are weak, unable to mobilize investment capital, the project was nearly 2 years behind schedule (QL1 component reached 13% of output; expressway component has not implemented yet). In June 2017, after the approval of Ministry of Transport to strengthen the capacity, inviting new investors (under Deo Ca Group) to participate, solving financial problems, signing credit contracts, eleminating weak capacity contractors, etc, in a short time has brought the whole project to keep up with the general schedule..

After more than 2 years of construction, with the attention and guidance from the leaders of the Party, the State, the Government, the Ministry of Transport, the local authorities and the support of people in Bac Giang and Lang Son province, leaders and employees of Bac Giang - Lang Son BOT Joint Stock Company are always aware of great responsibility in implementing the project and determined to successfully complete the assigned task.

Currently, the component National Road 1 has been completed and put into operation since March 2018, contributing to improve transport capacity, minimize traffic accidents, and ensure traffic safety on National Road 1 through the area of Bac Giang and Lang Son provinces; The expressway component officially opened on September 29, 2019, not only to compensate for the delay of the previous 2 years but also complete 3 months ahead of the schedule approved by the Ministry of Transport.

According to Mr. Ho Minh Hoang, Chairman of Deo Ca Group Company, in order to complete the expressway project with many backlogs and inadequates standing in more than 2 years, Deo Ca Group has applied the professional construction site management model with PMU Office at the site to hand over and promptly handle the arising work. This is also the first project in Vietnam to implement progress control through drone equipments and modern administration vehicles.

The early completion of the project is a proof of belief, usher in new expectations for a modern road serving people and being a driving force to promote socio-economic development not only for Lang Son and Bac Giang.

However, the starting point of the route (Km45 + 100) is still stop at about 30 km from Lang Son city, which is a limitation that needs to be overcome soon, opening the door of the future road in the Northeast of the country, opening up investment opportunities for Huu Nghi - Chi Lang route in Lang Son province.

Currently, the section of Huu Nghi - Chi Lang Expressway has ensured adequate legal basis and increased investment efficiency due to optimization to reduce total investment by the subdivision solution. However, this project has not been implemented yet because the funding from the stakeholders has not been determined, affecting the base to implement Dong Dang - Tra Linh expressway connecting Lang Son province with Cao Bang province.

The expressway Hanoi - Bac Giang - Lang Son - Cao Bang is the premise to broaden the trade gate between Vietnam - China on a large scale, creating a breakthrough in economic development - social, security and defense cooperation, asserting territorial sovereignty and proving integration capacity, contributing to economic development for the community of nations in the region. However, the crucial route has still stop at Mai Sao commune, Huu Lung district (Lang Son), needing the attention from parties to soon complete.
