On September 29, in Chi Lang district, Lang Son People's Committee and Bac Giang - Lang Son BOT Joint Stock Company (under Deo Ca Group) held Inauguration Ceremony of Bac Giang - Lang Son Expressway (Bac Giang - Chi Lang section).
Member of Party Central Committee, Deputy Prime Minister Trinh Dinh Dung attended and issued opening order.
Attending the meeting were Party Central Committee Members: Minister, Head of the Government Office Mai Tien Dung; Secretary of the Provincial Party Committee, Lang Son Lam Thi Phuong Thanh; Secretary of the Provincial Party Committee Cao Bang Lai Xuan Mon; Minister of Transport Nguyen Van The; Minister of Natural Resources and Environment Tran Hong Ha, etc.

After more than 2 years construction, the route has officially open with total length of nearly 64km, 25m wide, including 4 lanes and 2 emergency stopping lanes with design speed of 100km/h. The investment of Bac Giang - Lang Son Expressway project was approved by the Government in the Document No.2167/TTg-KTN dated October 30, 2014 and the Ministry of Transport approved in Decision 1249/QD-BGTVT dated April 09, 2015 to be invested by Bac Giang - Lang Son BOT Joint Stock Company (project enterprise), including 2 components: The component to enhance the surface of National Road 1 from Km1 + 800 to Km106 + 500 with a total length of about more than 100km; Bac Giang - Lang Son expressway component, section Km45 + 100 - Km108 + 500. The total investment of the whole project is nearly VND 12,200 billion.
The project was started in 2015, but due to the previous investors has weak resources and management capacity, the project has been delayed for nearly 2 years. By June 2017, the National Road 1 component had only reached 13% of the output and the expressway component has not been implemented. Based on the report of Ministry of Transport, Deo Ca Group was invited to participate in the project. Deo Ca Group has proposed solutions to implement and solve problems such as: Adjust the route, arrangement of public services, credit handling, eliminating weak contractors, disbursing for a number of contractors. After more than 2 years, although encountering many difficulties, with the experience of handling common problems in previous projects, the investor has directed strong contractors to rescue, so far, the project has been completed, creating trust for people.

More than a year ago, in March 2018, the National Road 1 component was completed and put into operation, improving transport capacity, ensuring traffic safety on the route, section through Bac Giang and Lang Son provinces. So far, the expressway component has been completed, not only to offset the progress that was delayed more than 2 years but also complete earlier than the plan approved by the Ministry of Transport, creating a miracle in constructing expressway project.
The project has received the attention and support of local authorities and the people of Bac Giang and Lang Son provinces when clearing the ground, opening new hope for a modern road serving people and being the driving force to promote socio-economic development not only for localities in the region. At the same time, the completion of the project also confirms the capacity and experience of domestic contractors and investors.

Chairman of the Board of Management of Bac Giang - Lang Son BOT Joint Stock Company Ho Minh Hoang said that this expressway is still stop at 30km from Lang Son City, 43km from Huu Nghi International Border Gate. This will be a traffic bottleneck in the coming time and need to be overcome soon to open the trading gate for the Northeast of the country, opening up investment opportunities for Huu Nghi - Chi Lang route in Lang Son province. Currently, the section of Huu Nghi - Chi Lang Expressway has ensured adequate legal basis and increased investment efficiency due to optimization to reduce total investment by the subdivision solution. However, this project has not been implemented yet because the funding from the stakeholders has not been determined, affecting the base to implement Dong Dang - Tra Linh expressway connecting Lang Son province with Cao Bang province.
Speaking at the opening ceremony, Deputy Prime Minister Trinh Dinh Dung emphasized that Bac Giang-Lang Son expressway is a large-scale transportation project, a key artery traffic route connecting Hanoi to Lang Son and after that is Tra Linh (Cao Bang). This is one of the largest trading gateways of goods import and export between Vietnam and other countries in the region. The Deputy Prime Minister acknowledged and praised the efforts of People's Committees of Lang Son and Bac Giang for effectively managing project, leading and directing the site clearance work; Commended the investors, commercial banks, consulting units and contractors in overcoming difficulties to shorten the construction time, as well as experts, scientists, engineers and staffs on the construction site. In order to continue completing the remaining stages, soon putting into operation and exploiting the expressway with the best results, the Deputy Prime Minister asked the ministries, local authorities and relevant agency to continue some work. Requiring investor to urgently complete the remaining items on the route in accordance with regulations, complete the work, not only to ensure the schedule, quality and safety but also to be an architecture highlight contributing to the Northeast. People's Committees of Bac Giang and Lang Son provinces continue to review, adjust and update the master planning; on the basis of new roads, restructuring the economy, relocating the population, industrial parks and services, promoting efficiency of the route.

The Deputy Prime Minister also asked the Ministry of Transport to preside over and coordinate with ministries, departments and Lang Son provinces to invest in Huu Nghi - Chi Lang expressway soon; Coordinating with Cao Bang provincial People's Committee to speed up the preparation work of Dong Dang-Tra Linh expressway investment to be eligible to start construction in the period of 2021-2025.
