This motto of action and spirit has always been transmitted throughout from the head of the Group to each management and executive officer. On the occasion of Tan Suu's new year, Traffic Newspaper had a conversation with Mr. Ho Minh Hoang, Chairman of the Board of Management of Deo Ca Group about the goals that the Group is establishing and pursuing with 3 main pillars: Aspiration - Courage - Sharing.

Not afraid of "throwing stones", dare to confront

Aspiration - Courage should be understood at what level, sir?

Our aspiration is not only the desire for business activities of an enterprise but is larger than the aspiration for the upward development contribution of Vietnam, more closely in the field of transport infrastructure.

Courage is not only dedication and sacrifice, but at this time also means being bold, daring to challenge, accepting.

Our courage is to choose difficult projects, difficult works, types of works that require high science and technology such as drilling tunnels through mountains, making sea bridges, applying and optimizing everything from materials to techniques construction, the method of organization and operation to make the cost of the work reduce but the quality is better. I consider it as courage.

The meaning of courage is also creativity. Only continuous creativity can make a difference as the motto of both myself and Deo Ca Group is "Think Different - Make Difference". That has been proven through the works that the Group has implemented and operated such as Deo Ca tunnel project, Cu Mong tunnel, Hai Van tunnel, Bac Giang - Lang Son expressway, Trung Luong - My Thuan expressway...

These are works of knowledge and wisdom, but first of all, my courage and every member of the Deo Ca Group. It is not only a traffic infrastructure project but also the pride of Vietnam, bringing meaning and value for a long time.

What about Sharing?

Sharing here is not exactly sweet sharing but sharing sincerity, frankness, sharing in thoughts, and awareness. It also implies the effort to survive and rise.

These days in everyone's hands… have rocks! But frank, it's easy to get "stoned". So when you dare to be frank, you must accept the ax of public opinion. But it takes courage to continue. For me, sharing is also a driving force for development.

Does anyone dare to share the truth with the people, with the public that: The country is in difficulty, the budget is small, the belt is tight, the bears and shoulders are pulled, then take the trouble to take the bad roads, make a temporary bridge, don't lament …

Anyone walking on the road and encountering a pothole also complains and asks the government why the road is like that? But the budget is limited, while there are many things to do, it is necessary to mobilize social resources and call for private investors. And private investors are businesses, they also have to profit to contribute taxes, to raise new employees to develop sustainably, to continue to contribute. But the perception of "do less enjoy more", contributing a little but want to enjoy a lot, one day bite into your hand!

So not only our company know how to share, but people and the public, in general, must also know how to share. Share to understand, sympathize, to go up and develop together. Only when we know how to share can we understand, create consensus, and that is what makes us unshakable strength.

The sharing is not only with the people but also with those who are holding positions of management in their fields.

Sharing is also sharing internally with your organization. It's fellow teammates and anyone with the same vision.

Are you talking about reorganizing production forces to suit the times?

Right. How to organize the production force to fit in the current context is what we are interested in.
At the construction site of the Trung Luong - My Thuan expressway project, we have the words "daily chanting" hung on the wall, hanging at the construction site: Imprint of leadership - Investor bravery - Contractor capacity.

Why say leadership imprint? Because this is the time of "the threshold", the time when the Party and State are choosing the leader and the leadership apparatus for the country in a world that is moving very fast. Then the leader who wants to leave a mark must make the right decisions and produce concrete results.

Current projects in general and transport infrastructure projects, in particular, are mostly very difficult, needing the bravery of investors. You have to be very brave to do it. In fact, the beginning of big projects such as Deo Ca tunnel, Bac Giang - Lang Son expressway, Trung Luong - My Thuan expressway all have "problems". It takes courage to dare to do it and do it!

Therefore, the Trung Luong - My Thuan project, the syndication of 4 banks, and the change in the amount of funding continuously overlapped and struggled to the point that it seemed insurmountable. Progress is stressful, geology is weak and bad. Meanwhile, people's demand is great. With so much pressure, investors must be brave to dare to shoulder and cope.

And we made it. From a project that stagnated for nearly 10 years, sluggish with 10% of the unfinished work volume, until now, when we are sitting and talking with the people in the Western they said this New Year has returned to their hometown on a new road.

That also shows the answer: If the contractor is not capable, it is impossible to lead the project to the finish line like today.

A good investor must know how to organize a good contractor, coordinate well, reward, and punish, if it is not rhythmic, it can't be done. The capacity of the crippled contractor, who owes money, how can he "win quickly" on the Trung Luong - My Thuan project?

There is "Aspiration - Courage - Sharing". There is a close relationship between "Leadership imprint - Investor bravery - Contractor capacity". So what else is needed for a completed project, a successful business?

The Party and State have been making comprehensive and profound adjustments. I think this is an opportunity for genuine business activities. That is the important factor.

But the Party and State also only set guidelines and directions, so the decisive factor for success or failure must be the investor. Investors themselves also have to know how to take care of themselves, arrange themselves and come up with a response plan to handle their works.

Currently, in the field of traffic infrastructure investment, banks are not interested and although the Law on Public-Private Partnership (PPP) has been passed, it is soon to take effect.

Thus, investors must seek cooperation by way of the joint venture, syndication, technical cooperation, etc. It must be proved to the bank that the PPP law has been enacted and there are guaranteed conditions. No one can guarantee that there will be no difficulties from the policy side, but then they must be ready for dialogue and find solutions to solve them.

To be more proactive and above all, the investors have to build a financial plan to not depend on the bank. Only then we can dare to Aspiration - Courage - Sharing. Otherwise, it's just far-fetched - reckless - lamentation.
