In Cao Bang province, Mr. Lai Xuan Mon, Secretary of Cao Bang petition that the Ministry of Planning and Investment continue to pay attention to key projects with inter-regional impacts, promoting socio-economic development of the province in the medium-term public investment plan for the period of 2021 - 2025, especially Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project.
After surveying and listening to the report of the province, Minister Nguyen Chi Dung basically agreed with the design of Dong Dang - Tra Linh, but asked Cao Bang province and consultant to continue to review the entire route, research and develop an optimal master plan to in order to reduce costs, shortening the route, ensuring feasibility, efficiency and competitiveness.
The Minister of Planning and Investment said, according to the report of the province and the consultant, Dong Dang - Tra Linh expressway project has reduced the total investment from VND 47,000 billion to VND 23,000 billion after adjusting the route direction and applying tunneling technology. The route has been shortened from 144km to 124km and continuing to phase the investment from 23,000 billion VND to 13,700 billion VND.
“The problem is to further optimize to reduce the total investment and ensure project feasibility. The consultant needs to review the route plan, determine the overall vision in the feasibility study step to create connection to border gates, tourist areas, etc. If the project will serve economic development, it is necessary to connect Tra Linh and Ta Lung border gates ... to attract vehicles for the expressway”, Minister Nguyen Chi Dung said.
The Minister also suggested Cao Bang province consider the scope of phase 1 to control the total investment to improve the feasibility of the PPP project. At the same time, consider the necessity of the route connecting the expressway to Cao Bang City (investment cost 2,300 billion VND) in phase 1,...
According to Minister Nguyen Chi Dung, the project has a total investment of 13,700 billion VND, of which the central budget is 2,500 billion VND, the local budget is more than 2,500 billion VND, the rest about 8,700 billion VND is BOT capital. Cao Bang province needs to provide financial solutions to support project’s investors such as business cooperation contracts (BCCs), facilitating the development of infrastructure projects, logistics, hi-tech agriculture and real estate.
Dong Dang - Tra Linh expressway is about 115 km with 4 lanes, designed speed of 80 km/h. The project will be implemented in two phases, phase 1 from 2020 - 2024 and phase 2 will be implemented after 2025.
