COVID-19, a dangerous enemy, in this comenback it’s no longer able to cast a black shadow over the whole economy as well as no longer able to cause the anxiety of “Tet holidays last until summer, summer vacation last until Tet” on people's minds.
Although recently at epidemic hotspot Da Nang, the patient number is increasing by dozen people a day, the Government still maintained the determined fighting spirit as committed by Prime Minister Nguyen Xuan Phuc at the 9th meeting session in last June.
The Prime Minister affirmed, “In the remaining months of 2020 and in the coming time, together with well implement epidemic prevention, the Government will drastically direct to synchronously implement the solutions to recover socio-economic development”.
Choosing the key weapon is public investment disbursement, the Prime Minister stated at the Parliament, “focusing on accelerating the construction of North-South expressway projects, Long Thanh international airports and other important and urgent projects with high pervasive effect, connecting regions and regions”.
The whole Government has departed for construction sites. In which the head of the Government directly inspected Long Thanh international airport project and last week was the third time he checked the progress of Trung Luong – My Thuan expressway project.
On the construction site, the Prime Minister instructed to remove each problem, set the deadline for each item, link the cohesion circle between local leaders, project investors, ministries and departments, accelerate for the “construction wheel” to rush to the finish line.
In the field inspection to Long Thanh International Airport project, the Prime Minister asked the ministries and departments to support the province to basically complete the ground clearance by 2020, prepare to handover 5,000 hectares of clean land. First of all, in October this year, more than 1,800 hectares of stage 1 must be handed over to the Airports Corporation of Vietnam (ACV) to start the project.
The Prime Minister also immediately agreed with Dong Nai's recommendations to adjust and supplement the planning of industrial parks with the total area of about 6,831 hectares to wait for new investment movement after COVID-19 epidemic.
As for the Trung Luong-My Thuan expressway project, within over a year, after 3 visits of the Prime Minister, the work volume has increased 4 times compared to the progress during 10 years before, counted from the time the project first started.
From the last visit of Prime Minister Nguyen Xuan Phuc in March 2020 until he returned on July 31, 2020, after only 4 months, the work volume has been pushed up from 40% to nearly 60% (up 20%), despite the unfavorable conditions of rainy season in the Southern.
The General Director of BOT Trung Luong-My Thuan Joint Stock Company confidently reported to the Prime Minister the route connection plan by the end of 2020, ensuring the compliance with the Government.
Trung Luong-My Thuan expressway project is a typical example of a Government that takes the promises seriously, undeterred by hardships, do what they say, drastically, work until complete.
Although playing a particularly important role in connecting the Mekong Delta region with Ho Chi Minh City and the southern key economic area, Trung Luong-My Thuan expressway project suffered from difficulties in 10 years with 2 changes of investors, 3 changes of total capital, 4 delays of completion and by the beginning of 2019, it was on the brink of collapse.
Determining to rescue this project because “it is necessary to make Trung Luong-My Thuan expressway to keep the promise with 20 million Western people, the promise which has been made for many years but has not been fulfilled”. From March 2019, Prime Minister Nguyen Xuan Phuc has continuously chaired the meetings of the Standing Government, “what I want to hear at the meetings is about the companies and people who are steadfast in constructing, by all means to ensure the progress”.
Not only that, but the Prime Minister also came in person to ensure 100% of the proposals related to this project were thoroughly resolved. At the end of September 2019, standing on the construction site of Trung Luong-My Thuan expressway project, the Prime Minister handed to relevant ministries and agencies a document, agreed to arrange 2,186 billion VND of investment capital from Central budget in 2018 for the project. All representatives of related parties have promised not to betray the Government’s expectation.
Trung Luong - My Thuan expressway project can also be seen as a typical example of the Government's spirit to challenge COVID-19 epidemic, as the Prime Minister said, “the epidemic does not appear to make us fall, but makes us overcome and win”.
More than 4 months ago, at the time the Corona “enemy” was raging, the Prime Minister still took time to check on the progress of this project. And even when the epidemic broke out again after nearly 100 days, the Prime Minister decided to keep schedule to inspect the construction of the western expressway project.

Leading the Government delegation to check the disbursement progress of public investment capital in some provinces in Hong River Delta, Standing Deputy Prime Minister Truong Hoa Binh concerned about the obstructed projects due to the delay of ground clearance.
The reason is that the head of local government has not drastic, lack of centralized and definitive directions and partly as a result of annoying procedures right in the State administrative apparatus.
The Standing Deputy Prime Minister said frankly, “besides inspecting at local authorities, it is also necessary to check the ministries such as Planning and Investment, Industry and Trade, Natural Resources and Environment, and Finance ... to see how complicated the procedures are, right in these ministries”.
Directly inspecting the construction in the Northwest provinces, Ben Thanh-Suoi Tien urban railway - the first metro route of Ho Chi Minh city, Deputy Prime Minister Pham Binh Minh made the localities to “impatient” as requested by the Prime Minister.
If do not “impatient”, they will pay for the stagnancy because of the Government’s decision to transfer capital from provinces with slow disbursement to the provinces with rapid disbursement.
With righteous recompenses and punishments, the Government is now ready to disburse about 2 trillion VND for those provinces finishing the task early.
Deputy Prime Minister Trinh Dinh Dung has arrived at the construction site of the Eastern North-South Expressway section Cao Bo-Mai Son. By the end of June, the disbursement for this project has reached over 93%.
The expressway projects are eagerly accelerated. At Cam Lo-La Son project, the Management Board of Ho Chi Minh Road Project organized construction continuously from early morning to 22:00 daily. The Ministry of Transport is on the list of 10 ministries and departments with the highest disbursement rate.

When the whole Government departed for the construction sites, as a result, public investment disbursement in July is 1.5 times higher than June and in the first 7 months of 2020 increased at the highest level in the past 5 years.
Facing a multitude of challenges, including unprecedented hardships, this Government term is the typical image of a Government “shielding storms, preventing fire” for people, never ever had a spare moment. Yet, there was a public dissatisfaction because “the Prime Minister inspects the localities too much”.
But that even made the parliament give more cheers for the Government.
“Only when you go like that, you can give people the feeling that the Government is so close”, the delegate Nguyen Thi Kim Be emotionally said at the National convention.
“I think the Prime Minister travel like that is not much”, said Chairman of the National Defense and Security Committee Vo Trong Viet, “if we want to make further development for the country, the Prime Minister must go to the localities even more”.
Briefly and firmly, the congressman Nguyen Thanh Xuan (Can Tho) affirmed at the socio-economic discussion session that was televised live to the entire population, “the Government is strong and good”.
