Police in Cai Be district, Tien Giang province have identified the perpitrator of the serious slashing at Trung Luong - My Thuan Expressway project on February 12, awaiting the result of injury assessment of the victim to prosecute in accordance with law.
According to the initial records, the slashing incident caused serious injuries occurred at 9 am on February 12, 2020, at the pier T7 of Rach Mieu bridge under the bid package No. 18 (Km 96 + 600, An Thai Dong commune, Cai Be district, Tien Giang) constructed by Tuan Loc contractor. The victim is Mr. Nguyen Minh Nhut (Born in 1996, native of Tien Giang), an employee of Thang Long - Deo Ca Logistics Protection Service Joint Stock Company, assigned to patrol and supervise security-related activities at Trung Luong - My Thuan Expressway project. The man who slashed Mr. Nhut was determined by the police of My Duc Tay commune as Nguyen Minh Phong (born in 1994), residing in the locality.
In the initial record, about 8:30AM on February 12, 2020, the security team of Thang Long - Deo Ca Logistics Protection Service JSC patrolled to protect Trung Luong – My Thuan Expressway Project as usual. The patrol team consists of 4 people, including Mr. Nguyen Minh Nhut, when coming to Rach Mieu Bridge, the team discovered a stranger was cutting the head of the testing pile at the T7 pier. When the security team took photos and videos according to the procedures, Nguyen Minh Phong has offended and prevented the guards from performing their duties.

When the security guards continued to route patrol at My Duc Tay temporary bridge, this man ride a motorbike to chase and suddenly slashed Mr. Nguyen Minh Nhut by a weapon then boarded the motorcycle to escape. Mr. Nhut was quickly transferred by his colleague to Cho Ray Hospital - Ho Chi Minh City for emergency, suturing head wound, implementing join tendons and blood vessels surgeries.
“Phong suddenly wielded a weapon (like a machete) rushing to slash Mr. Nhut, breaking helmet, causing a 6cm-long head injury, tendons and blood vessels broken and chipped bones in his left arm. After committing such a violent act, Phong got on the motorbike to escape”, Mr. Le Minh Vuong - the leader of guard team who was patrolling with victim Nguyen Minh Nhut.
Speaking to reporters of Justice newspaper, Mr. Nguyen Quang Vinh - Deputy General Director of Trung Luong - My Thuan BOT Joint Stock Company said: “Right after the incident happened, we quickly bring Nhut to Cho Ray Hospital, and report to My Duc Tay Commune Police, Cai Be District Police and PA04 Tien Giang Provincial Police to work together. In the immediate future, the leaders of Trung Luong – My Thuan BOT Company promptly encouraged and visited Mr. Nguyen Minh Nhut, supporting entire of treatment expense until he leaves hospital. We will continue to arrange suitable work after Nhut completely recovers. As a newly discharged soldier in 2019, Mr. Nhut has promoted the good qualities of a soldier who used to serve in the army, always completes his job well and shows a high sense of responsibility”.

As a national key project, the Trung Luong - My Thuan Expressway was extremely concerned, supported, and drastically directed by the government for the completion by early 2021. After the violent case of Nguyen Minh Phong, the leader of Trung Luong - My Thuan BOT Joint Stock Company hopes that Tien Giang's police will soon issue a decision to prosecute and strictly handle violations of the law. Thereby, timely preventing and deterring temerarious and disturbing person on the construction sites of national key projects. At the same time, the stakeholders need to strengthen the coordination to well implement the Regulation on coordination to ensure order and security for the Project that signed in July 2019.

Immediately after the incident, Tien Giang provincial police, Cai Be district police and My Duc Tay commune police were present in time to grasp the situation, show the responsibility as the coordination regulations to ensure order and security for the project. Up to now, Cai Be District Police Department has completed the initial dossier, inviting the perpetrator to work. Initially, Nguyen Minh Phong has admitted the act of causing injury to Mr. Nguyen Minh Nhut.
“Currently, we have instructed the victim to make a criminal complaint against Phong, waiting for Mr. Nhut to leave the hospital to continue to implement injury assessment, taking the assessment results as a basis to prosecute the accused in accordance with the law”, a leader of Cai Be district police said.
