The Minister of Transport praised DEOCA for innovative and effecient construction methods

On March 5, 2024, Minister of Transport Nguyen Van Thang inspected the construction of the Quang Ngai - Hoai Nhon project.

At the northern gate of tunnel No. 3, Mr. Nguyen Tan Dong - Vice Chairman of the Board of Directors of DEOCA Group reported that the progress so far has reached more than 18% of the total volume with 3,200 personnel, 1,100 machines, and 43 teams on-site.

The contractor is building 54/77 bridges, laying 2.6M m3 road base. Tunnel No. 1 and No. 2 have been broken-through early. Tunnel No. 3's complex geology required careful construction. The left tunnel reached 650/3,200m done and the right tunnel reached almost 668/3,200m.

DEOCA Group, learning from past projects, enhanced tunneling methods, increased construction pace, and utilized water circulation, cutting progress time. The contract stipulates tunnel No. 3 done in 42 months but efforts aim for early completion by June 2025” Mr. Dong said.

The Transport Minister commended DEOCA Group's resilience in tackling hurdles and noted the challenge posed by the 3 mountain tunnels on the Quang Ngai - Hoai Nhon expressway section for project management and contractors.

“With strong resolve, the contractor has successfully excavated 2 of the 3 tunnels after over a year of construction, significantly boosting the project's pace. DEOCA's innovative construction techniques and improved tunneling methods have been praised for enhancing efficiency”, Mr. Nguyen Van Thang said.

In phase 1, the Quang Ngai - Hoai Nhon expressway project, following approved design documents, will face traffic bottlenecks with only one tube of each tunnel. The implementation timing for the project's Intelligent Transportation System (ITS) remains uncertain, posing risks to traffic safety. In addition, the absence of a labor and machine price index for the tunnel item in the local price announcement complicates price adjustment for contractors.

Minister Nguyen Van Thang agreed to invest in completing 2 tunnel tubes and installing an ITS system in sync with the tunnel project. “It is crucial to invest in completing 2 tunnels and ITS. I recommended that the Department of Construction Management, the Department of Highways and the Project Management Board study and propose to invest in 2 tunnels and install ITS. Regarding the issue of price index, appointed Deputy Minister Nguyen Danh Huy to coordinate with the local authorities to announce price indexes for tunnel construction”, Mr. Nguyen Van Thang command.
