From April 2 to 3, during a business trip to the Central and Central Highlands regions, Minister of Construction Tran Hong Minh conducted on-site inspections at Chi Thanh - Van Phong and Khanh Hoa - Buon Ma Thuot expressway projects. DEOCA Group is involved in the implementation of both projects.
At package XL01 of Chi Thanh - Van Phong expressway project, led by DEOCA Group, the Executive Board reported that the site currently mobilizes 785 personnel, 498 pieces of machinery, with 32 construction fronts deployed along the entire route. The total cumulative output of the package has reached 132.2 million USD out of 180.39 million USD, equivalent to 73%, surpassing the schedule by 8%.
Tuy An tunnel was fully excavated in January 2025. Construction of the tunnel lining is now underway, with 52% of the left tube and 62% of the right tube completed. The operations center and auxiliary systems are largely finished.
Along the route, 4 bridges and 9 underpasses within the package have also been completed. The Executive Board of the package has outlined a detailed progress schedule for each item, aiming to complete the main components by the third quarter of 2025. This would contribute to the target of opening the entire route this year.
Throughout construction, the contractor consortium has adjusted site organization to address geological challenges and sand material supply, while taking advantage of favorable weather conditions to accelerate progress.

After hearing reports from the investor and contractor, Minister Tran Hong Minh commended the contractors for their efforts, which have produced favorable results. He stressed that the remaining time to complete the project is limited. Therefore, the contractor consortium needs to develop a precise construction plan, mobilize more equipment, construction fronts, and organize extra shifts - especially for critical components.
The Minister emphasized that both quality and schedule must be guaranteed. He instructed all units to closely supervise construction items, review vulnerable points, and take timely action to ensure the optimal quality when the project is in operation. “Increase the number of construction fronts for the bridge system to ensure connectivity across segments. For the road surface items, which require high technical standards, quality must be guaranteed to avoid issues after evacuation," he stated.
At the Executive Board of package XL01, the Minister inspected internal documentation and urged the contractor to enhance the professional capacity of the administrative team and complete the paperwork for appraisal and fund disbursement. He also encouraged the investor to support the contractors in meeting disbursement goals.
The Minister Tran Hong Minh also met with workers, engineers, and technicians at the site. He extended his regards, expressed concern for their welfare, and encouraged them to stay committed to meeting the Prime Minister's directives.

As part of the trip, the Minister also inspected Khanh Hoa - Buon Ma Thuot expressway project. He acknowledged the efforts of the investor and contractors, and asked the investor to strengthen cooperation with local authorities to resolve land clearance issues and expedite site handover for construction.

At package XL01 of this project, which is executed by a joint venture led by DEOCA Group, the investor has handed over the full 11.0 km site. However, deep excavation slopes, high fills, and the portal slopes of two tunnels extended beyond the current boundaries. Additional land clearance is therefore required under the updated technical design.
The contractor has mobilized 630 personnel, 223 pieces of equipment across 16 construction fronts. By March 31, 2025, the project had achieved a total output of 25.41 million USD (equivalent to 24% of the contract value), remaining on schedule.
