As the Lunar New Year of 2025 approaches, key projects undertaken by DEOCA GROUP, including the Quang Ngai – Hoai Nhon Expressway, Huu Nghi – Chi Lang Expressway, and Dong Dang – Tra Linh Expressway, have received visits from provincial Party Committees. These delegations conducted site inspections and extended Tet greetings to officials and workers at the construction sites.
Nearly 500 workers to continue construction on Quang Ngai – Hoai Nhon Expressway during Tet
On the afternoon of January 27, Secretary of the Quang Ngai Provincial Party Committee, Bui Thi Quynh Van, and the province's working delegation conducted an on-site inspection of the Quang Ngai – Hoai Nhon Expressway project. The project management team reported that the total completed output has reached nearly VND 7,300 billion, equivalent to 55% of the total workload. The road section has mostly completed embankment work, and 50 out of 77 bridges have finished beam installation, with deck construction currently underway. The remaining bridges have completed abutment and pier construction.

Tunnels No. 1 and No. 2 have completed structural construction for both tubes, with electrical and fire prevention systems being installed. Tunnel No. 3, the largest on the route and the third largest nationwide at 3.2 km, has progressed with excavation and reinforcement covering 4.8 km out of the total 6.4 km. The concrete lining for the tunnel is also being implemented, reaching approximately 1.5 km.
As Tunnel No. 3 is a critical milestone for the Quang Ngai – Hoai Nhon Expressway and the entire North-South Expressway network, nearly 500 engineers and workers will continue construction through the Lunar New Year to meet the April 2025 tunnel breakthrough deadline and ensure the full expressway opening by the end of 2025, as directed by the Prime Minister.

During the visit, Secretary Bui Thi Quynh Van acknowledged and commended the efforts of DEOCA GROUP and construction teams. She encouraged workers to maintain high productivity, optimize work shifts, and take advantage of favorable weather conditions to accelerate progress.
“The silent dedication of each worker is a crucial contribution to the early completion of this key national project, facilitating economic and social development”, Secretary Van said.
She also urged local authorities to resolve remaining land clearance issues by February 2025 to provide contractors with a clear construction path.
Huu Nghi – Chi Lang Expressway resumes construction on the Second Day of Tet
On the same day, in Lang Son province, Secretary of the Provincial Party Committee, Hoang Van Nghiem, led an inspection delegation to the Huu Nghi – Chi Lang Expressway project, specifically at the IC02 interchange within package EC01 (Km7+500) in Thuy Hung Commune, Cao Loc District.

The land clearance progress for the entire expressway has reached over 70%, and construction teams have mobilized 426 machines and 886 personnel, deploying 39 work teams across the project. According to the project enterprise, construction has achieved VND 391 billion out of the total VND 6.58 trillion budget. “Contractors will work until the 29th of the Lunar New Year and resume construction on the second day of Tet to maintain the project schedule”, project enterprise’s representative stated.
The project management unit has requested Lang Son authorities to expedite land clearance and hand over 100% of the site within the first quarter of 2025. Additionally, technical infrastructure relocation and approved disposal sites need to be completed within the same period to ensure the technical clearance in 2025.
Secretary Hoang Van Nghiem presents gifts to officers, engineers and workers working at the Huu Nghi - Chi Lang project site
After the inspection, Secretary Hoang Van Nghiem praised the perseverance of the project teams and emphasized the expressway's strategic importance for both Lang Son and international trade connectivity. “All stakeholders must work closely together to resolve challenges and achieve the project completion target by the end of 2025”, he stated. He also encouraged contractors to maintain responsibility, optimize workforce allocation, and ensure quality control.
Dong Khe tunnel on Dong Dang – Tra Linh Expressway completes construction three months ahead of schedule
On January 25, Secretary of the Cao Bang Provincial Party Committee, Quan Minh Cuong, led an inspection delegation to the Dong Dang – Tra Linh Expressway, specifically at Km66+500 in Doc Lap Hamlet, Le Lai Commune, Thach An District, and Dong Khe Tunnel at Km72 in Thuy Hung Commune, Thach An District.
According to the report, land clearance for the expressway has reached 80%. Contractors have deployed 650 machines and 1,500 workers across 36 work fronts, including roads, bridges, and tunnels.
Project enterprise representative reports on project implementation status
As of December 2024 and January 2025, the Dong Khe and That Khe mountain tunnels have been excavated, with ongoing reinforcement, concrete lining, and equipment installation. Notably, the Dong Khe Tunnel construction is three months ahead of schedule.
The project management unit reported that construction progress has reached VND 1.48 trillion, equivalent to 14.8% of the contract value, with disbursements exceeding VND 1.77 trillion, meeting 91.38% of the 2024 capital plan. They urged local authorities to expedite land clearance for material mines and high-voltage power relocation to further accelerate the project.
Cao Bang Provincial Party Secretary Quan Minh Cuong presented gifts to encourage employees at the project.
Secretary Quan Minh Cuong acknowledged the dedication of the project teams and urged workers to persist despite challenges. “By optimizing work shifts and deploying necessary machinery, we can ensure this project is technical opened within 2025 as per the Prime Minister’s directive”, he stated.
With the Lunar New Year approaching, provincial Party Committees visiting the projects have extended Tet greetings, presenting meaningful gifts to engineers, technicians, and workers. These gestures aim to motivate laborers to continue their efforts in delivering high-quality infrastructure for national development.
