On March 9, 2023, Cao Bang Provincial Party Committee (PPC) held a meeting of the Steering Committee of Dong Dang – Tra Linh Expressway Construction Project.

The meeting chaired by Mr. Tran Hong Minh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee of Dong Dang - Tra Linh Expressway Project. On the side of Deo Ca Group, there was Mr. Ho Minh Hoang - Chairman of the Board of Management, Deputy Steering Committee of Dong Dang - Tra Linh Expressway Project and consultants.

At the meeting, the Working Group of the Steering Committee reported on the progress of the Project. Accordingly, the Pre-FS report of the project has been approved by the Prime and the FS report has been submitted by Cao Bang Provincial People's Committee to the Inter-sectoral Appraisal Council and the Ministry of Transport since February 20, 2023.

In the process of implementing the project, there are some main difficulties and obstacles such as the lack of all traffic land use indicators, the mechanism to carry out site clearance work is not identified, the road to connect Cao Bang city and the expressway has not yet arranged a capital plan of 2023,etc...

Mr. Ho Minh Hoang suggested that the parties should define the ability to arrange capital, the site clearance work should be separated into an independent project using state budget capital; ensuring the site clearance is carried out synchronously throughout the project;...

Conclusing the meeting, Mr. Tran Hong Minh highly appreciated the sense of responsibility of the members of the Steering Committee and related units, and suggesteed them continue to show their high determination with the goal is to start the project on May 19, 2023 according to the plan of Deo Ca Group to advance implementation costs. The Steering Committee, the Working Group and related units need to quickly complete the plan, clearly stating the responsible person, and the deadline for implementation.

The consulting procedures and preparatory work need to be carried out urgently, mainly focusing on site clearance, resettlement, moving the system of electrical works out of the route, completing the procedures before the date. April 30, 2023 except for the afforestation project. “All parties strive for the project approvement in March 2023 to have a basis for implementing the next steps as planned”, the Secretary of the Provincial Party Committee directed.
