This assessment was made by Dr. Nguyen The Phung, a member of the Expert Group within the State Council for Construction Acceptance, during the council's inspection of Component Project 2 of the Khanh Hoa – Buon Ma Thuot Expressway Project (Phase 1), conducted from October 23–25.
The inspection delegation, led by Prof. Dr. Pham Huy Khang, Head of the Expert Group of the State Council for Construction Acceptance, reviewed the XL01 package. They inspected contractor qualifications, quality management plans, and on-site construction documentation, in addition to conducting field inspections of ongoing construction.

The Executive Board of the XL01 package reported that the contractor has deployed 547 personnel and 206 specialized pieces of equipment, organized into 16 construction teams (five for bridge construction, six for roads, and five for the tunnel). The package has achieved 12.1% completion, largely meeting the schedule. Notably, excavation progress at Phuong Hoang tunnel is advancing, with the left branch reaching 228 out of 1,705 meters and the right branch reaching 214.4 out of 1,700 meters.
Mr. Ngo Huu Khoa, Director of the XL01 Executive Board, emphasized the contractor's commitment to quality, schedule, and safety. However, he noted some land clearance issues; although 11 kilometers of the construction area have been cleared, nearly 6 hectares still await land-use conversion, affecting the primary construction plans at the eastern entrance of Phuong Hoang tunnel.

The contractor also submitted the supplementary geological survey report for the construction drawing step on September 6, 2024, but is still awaiting feedback. Mr. Khoa urged Project Management Unit 6 to expedite the related procedures to ensure project progress and quality.
After the report, Prof. Dr. Pham Huy Khang expressed satisfaction with the scientific organization of the XL01 construction package. He commended the effectiveness of the construction teams, the systematic material storage and equipment setups, and the safety standards upheld for all staff and workers.
Dr. Nguyen The Phung, a member of the Expert Group, remarked that the contractor’s shotcrete work met quality standards, stating that Phuong Hoang tunnel’s shotcrete quality is the best among all packages in the project.
The contractor consortium aims to open Phuong Hoang tunnel by December 31, 2025, and complete the entire XL01 package by December 31, 2026, contributing to the completion of Phase 1 of the Khanh Hoa – Buon Ma Thuot expressway in 2027 as planned.
The XL01 package spans 11 kilometers, with a total investment of 3,083 billion VND. In addition to the roadway, the 1.7-kilometer Phuong Hoang tunnel includes 10 bridges and 5.6 kilometers of road.
