On Feb 22, 2024, in Dak Lak province, the XL01 expressway package's Executive Board welcomed Dak Lak province delegation for a New Year visit.
Mr. Pham Ngoc Nghi, Deputy Secretary of the Provincial Party Committee, Chairman of Dak Lak People's Committee led the working group, joined by department leaders, district People's Committee representatives, and project investor representatives.

Per the Management Board's report, the bidding package has been active for 3 months. The contractor has completed 9.6 out of 11km, achieving 91% overall progress. The construction area accessible stands at 4km, reaching 36%. The DEOCA Group-led consortium has mobilized staff, motorcycles, and equipment, prepared for construction in areas with existing access roads.
By March 2024, construction is set to commence on the critical 1.7km Phuong Hoang tunnel, which significantly impacts the project's timeline. The bidding package is planned for completion by June 2027. DEOCA Group urges cooperation from local authorities, investors, and relevant parties to address issues promptly, enabling contractors to push for an early completion, targeting 6 months ahead of schedule.

Mr. Duong Dinh Manh, Director of the XL01 bidding package, noted that inaccessible locations for construction are due to slow forest product harvesting and pending decisions on converting 1.3km of natural forest land, impacting construction progress.
The contractor consortium representative mentioned issues with scarce sand resources, unlicensed sand mines, and poor-quality materials along with challenges in waste transportation due to limited access to landfill locations.

The XL01 package's Director proposed to expedite site clearance, prioritize stone and sand quarries for the contractor, and ensure accurate market prices for construction materials in the province.
After inspecting the site and hearing the Package Management Board's report, Mr. Pham Ngoc Nghi praised the contractor consortium's early commitment. The Dak Lak PPC chairman instructed departments to expedite remaining tasks to support the construction contractors.

Regarding the contractor's progress, Mr. Phan Tat Thanh, Director of the Khanh Hoa - Buon Ma Thuot Expressway Project Management Board, noted that despite package XL01 being accessible to contractors at a later stage, the board appreciates the consortium's proactive efforts in mobilizing resources and setting up infrastructure promptly to capitalize on favorable weather conditions for construction.
Package XL01 of the Khanh Hoa - Buon Ma Thuot expressway project spans 11km, valued at 3,083 billion VND. It features the 1.7km Phuong Hoang tunnel and 10 bridges.
