On April 20, 2024, the State Inspection Council for Acceptance of Construction Works (Council) inspected the acceptance work of Cam Lam - Vinh Hao Expressway project belonging to several construction projects. Eastern North-South expressway section during the period 2017-2020.
Mr. Bui Xuan Dung, deputy Minister of Construction and Standing Council Vice Chairman, chaired the meeting. Also attending were representatives of the Ministry of Transport, Ninh Thuan, Binh Thuan, Khand anh Hoa provinces, joint venture investors, project enterprises, etc.
Overview of the meeting
At the meeting, the Design Consulting units, Supervision Consultants, Independent Inspection Consultants, and the council's standing agency... all agreed with the investor's report, requesting the council to accept it and put the project into operation.
On the local side, representatives of the Department of Transport and the Department of Construction of the three provinces of Khanh Hoa, Binh Thuan, Ninh Thuan all assessed that the project is eligible for exploitation and use. Localities also request investors and relevant agencies consider investing in phone coverage throughout the area to ensure communication in emergencies and coordinate with C08 to conduct cold fines via the camera system. Supervise the route, research investments to build rest stops along the route...

The expert group and council members assessed that the investor's completed project acceptance work was in accordance with regulations, met design requirements, and completed related legal procedures. Cam Lam - Vinh Hao project is eligible for the Council to approve the conditional acceptance results according to regulations to put the project into exploitation and use.

Deputy Minister of Transport Le Anh Tuan - Vice Chairman of the Council highly appreciated the spirit of participation of relevant entities to comply with the Prime Minister's instructions with the motto "Conquer the sun, win over the rain", " Eat quickly, sleep quickly", "Only discuss how to do, not discuss how to retreat"... along with the capacity and experience of the investor consortium led by DEOCA Group to complete the project despite facing many difficulties and challenges. For the Nui Vung tunnel item, the ministry will issue a written report and ask for opinions from the State Inspection Council to deploy investment and put into use both tunnels.
Concluding the meeting, on behalf of the Council, Mr. Bui Xuan Dung highly appreciated Project Management Board 85, the investors, contractors, consultants, and related parties for coordinating well and closely during the implementation process, contributing to completing the meeting, becoming a project. The council approved the acceptance results to put the project into operation and use, at the same time, requested the investor to receive opinions from the expert group and relevant parties to review and soon complete the remaining minor shortcomings.

The council will issue a written proposal for additional capital to invest in completing and installing both Nui Vung tunnel pipes to ensure exploitation efficiency and minimize risks when exploiting 1 tunnel. Therefore, for this BOT project, it is recommended that the parties complete the acceptance documents as soon as possible to create conditions for project enterprises to exploit and ensure financial plans.
Cam Lam - Vinh Hao is one of three North-South expressway component projects invested in a public-private partnership. The project, which has a total investment of 8,925 billion VND and a length of 78.5km, passes through the provinces of Khanh Hoa, Ninh Thuan, and Binh Thuan. The joint venture investors are DEOCA Group, DEOCA Construction Company, and 194 Construction Investment Company.
The cross-section size of phase 1 is 17m, 4 lanes, and a maximum speed of 90km/h. Phase 2 has a width of 32.25m, 6 lanes, design speed of 100 - 120km/h. On the route, there is a 2.25km Nui Vung tunnel, 3 lanes, a tunnel width of 14m. This is the 4th largest tunnel in the country after Hai Van tunnel, Deo Ca tunnel and Cu Mong tunnel implemented by DEOCA Group.

Project Management Board 85 - A representative of the competent State Management Agency said that while organizing and implementing the project's construction, the investors and entities participating in the project's construction complied with the regulations and construction laws. Construction items have been basically constructed according to appraised and approved designs.
