On the morning of February 26, a launching ceremony for the “Dong Khe Campaign 2026” was held in Lang Son Province to mobilize efforts to complete Phase 1 of the Dong Dang – Tra Linh Expressway Investment and Construction Project under the public-private partnership (PPP) model.
The ceremony was attended by representatives of authorities from Cao Bang and Lang Son provinces, Deoca Group, investors, project enterprises, contractors, and supervision consultants.
This program carries significant meaning, demonstrating the determination of local authorities, investors, project enterprises, and contractors to realize the Prime Minister’s directive to accelerate progress and soon bring Dong Dang – Tra Linh Expressway into operation in 2026.

In his opening remarks, Hoang Van Thach, Vice Chairman of the Cao Bang Provincial People’s Committee, affirmed that building a modern expressway represents the aspiration to escape poverty for millions of ethnic minority people in the border provinces of Lang Son and Cao Bang.
At the ceremony, Mr. Hoang Van Thach expressed his deep appreciation to engineers, workers, and laborers who have “endured sunshine and rain” and remained at construction sites throughout holidays and Tet to accelerate project progress.

The Vice Chairman emphasized that the “Dong Khe Campaign 2026” is a campaign for the people and for the development of the two localities. He called on local authorities along the expressway corridor to prioritize site clearance and complete the handover of 100% of the cleared land by March 15. At the same time, construction forces were urged to uphold the spirit of “road-opening soldiers,” turning pressure into motivation and challenges into new achievements on the construction site.
The Dong Dang - Tra Linh Expressway project is being implemented under complex geological conditions and particularly harsh weather. In 2025 alone, prolonged heavy rains and floods meant that actual construction time amounted to only about four months. Despite losses in both people and property caused by natural disasters, the project site currently mobilizes more than 1,300 pieces of equipment and over 2,800 personnel, with 211 simultaneous construction fronts. Phase 1 output has reached VND 7,459 billion out of VND 11,476 billion, equivalent to 65% of the contract value. |
Representing the investor consortium, Nguyen Tan Dong, Vice Chairman of the Board of Directors of Deoca Group, stated that Phase 1 of the Dong Dang – Tra Linh Expressway is identified as a national key infrastructure project and has received close attention from leaders of the Party, the National Assembly, the Government, ministries, and local authorities. Over the past two years since construction began in early 2024, the project has had the honor of welcoming the Prime Minister and leaders of the Ministry of Construction on several occasions to inspect the site and encourage workers.

Responding to the Prime Minister’s directive to implement the “Dong Khe Campaign 2026,” the investor consortium has clearly defined its political determination and implementation responsibility, setting the goal of completing Phase 1 before May 19, 2026, about six months ahead of the contractual schedule.
“With only 85 days remaining until the milestone for completing Phase 1, we call on all relevant units to enhance responsibility, strengthen capacity, and mobilize all available resources to successfully bring the project to the finish line, meeting the expectations of the Prime Minister and the people of Cao Bang and Lang Son provinces,” Mr. Nguyen Tan Dong affirmed.

To ensure the campaign’s success, the investor consortium proposed that the People’s Committees of Lang Son and Cao Bang provinces and related departments facilitate procedures concerning land, material mines, waste disposal sites, and relocation of technical infrastructure; support compensation and resettlement for affected residents; and maintain security and public order. It also recommended that competent state agencies coordinate the “build – inspect – pay” mechanism, allowing work items to be inspected and paid for upon completion, while streamlining approval procedures, especially for critical components.

Throughout the campaign, Deoca Group will continue to implement strong and synchronized management, reinforce human resources, ensure financial capacity for continuous construction, and enhance project governance. Contractors, supervision consultants, and suppliers will also join efforts to make the 85 days and nights campaign a benchmark of credibility and capability.
The “Dong Khe Campaign 2026” is expected to create strong momentum to bring Phase 1 of the Dong Dang – Tra Linh Expressway project to completion ahead of the original plan, contributing to national defense and security while driving socio-economic development in the Northeast region of Vietnam.
