Following a site inspection of Package XL24 under the Tuyen Quang – Ha Giang Expressway Project, the Advisory Council put forward key recommendations on progress monitoring, construction quality control, material supply issues, and stricter enforcement of labor safety to ensure the project is completed on schedule.
On March 13, Mr. Tran Chung, Mr. Bui Van Ha, and Mr. Ngo Van Quy - Advisors of Deoca Group, conducted on-site inspections of major components including Yen Son Overpass, O Ro Bridge, the National Highway 2 Interchange Overpass, Km48 Bridge, and Ham Yen Bridge within Package XL24.
According to the Project Management Board, the construction site currently mobilizes 250 engineers and workers along with 50 machines and equipment, simultaneously implementing works on 20 bridges. To date, the completed value has reached VND 496 billion, equivalent to 87% of the contract value.

At the Yen Son Overpass, construction teams have completed all abutments and piers, fabricated and installed girders, and finished the bridge deck for one-third of the span.
For O Ro Bridge - one of the two bridges on the main alignment - the Project Management Board is carefully calculating girder launching solutions to complete it before April 5, 2026, ensuring the main route is finished ahead of May 19, as required by the investor.

At the National Highway 2 interchange overpass, progress is generally on track. The Project Management Board is currently developing measures to ensure traffic safety during construction and to finalize payments for provisional and additional work items.
However, sudden fluctuations in fuel prices have driven up the cost of base materials and cement-stabilized crushed stone, leading to delays in material supply for several bridges, including Duc Ninh, Km48, My Lam, Suoi Thut, and DH04. To address this issue, the Group has submitted a request to the Tuyen Quang Provincial People’s Committee to work with suppliers to stabilize prices in the area.

After the site inspection and review of reports, members of the Advisory Council held a meeting with the Project Management Board to propose solutions to address existing difficulties and bottlenecks.

Regarding overall progress, Mr. Tran Chung recommended that the Project Management Board continue close monitoring, regularly update actual conditions, and develop detailed weekly and daily construction plans for the remaining items.
On technical and construction organization aspects, Mr. Chung emphasized the need to strictly control three critical factors: treatment of soft soil foundations, high embankment techniques at key locations, and prevention of slope and embankment failures. These are highly sensitive works requiring utmost caution, as even minor errors could lead to serious consequences for construction quality.

For O Ro Bridge, Mr. Chung noted the need for solutions to address access road constraints to avoid affecting the overall schedule of the package.
To remove bottlenecks, an urgent requirement is to establish close coordination mechanisms with roadbed contractors. “The Project Management Board should work directly with them, develop detailed coordination plans, and offer specific support commitments in exchange for actual progress,” he recommended.
Amid rising fuel prices significantly impacting material costs, Mr. Ngo Van Quy suggested that the Project Management Board promptly work with competent state authorities to determine the timing and extent of affected output in order to establish a price compensation mechanism.

Meanwhile, Mr. Bui Van Ha stressed the need to tighten labor safety discipline. At this final stage, strict compliance with safety regulations is mandatory, with no exceptions. “The closer we get to completion, the more strictly we must control labor safety and absolutely prevent any incidents.”

During the program, the Advisory Council also encouraged the engineers, workers, and staff working on Package XL24 for overcoming difficulties to maintain overall progress. At the same time, they emphasized that although the remaining workload is not large, several challenges still require continued focus and effort to ensure the project reaches completion on time.
