On December 12, 2024, the Advisory Council (AC) of DEOCA Group conducted a field trip to inspect the progress of the XL24 construction package of the Tuyen Quang – Ha Giang Project and worked with the Executive Board of the package, encouraging the construction spirit of the contractors.

Mr. Ho Nghia Dung, Chairman of the Advisory Council, led the delegation, which was accompanied by Advisors Tran Chung, Ngo Van Quy, and Bui Van Ha. The delegation conducted an on-site inspection of the XL24 construction package at various locations, including the Ham Yen Bridge, the Overpass at National Highway 37, the Ngoi La 2 Bridge, the Khe Lanh Bridge, the O Ro Bridge, and the Viaduct at Km48.

Land clearance remains a major obstacle
According to the report from the XL24 construction package’s Executive Board, as of December 12th, only 80% of the required land has been handed over, failing to meet the planned schedule. 18 out of 20 bridges are under construction; however, many bridges are in a state of incomplete handover of abutments and piers, and the electrical infrastructure remains unclear. Two bridges have yet to commence construction: the bridge at Km54 due to the lack of land clearance, and the Lang Quan bridge due to power lines obstructing construction at both abutments.
Currently, the Executive Board has mobilized 110 machinery and equipment units, along with 230 staff, engineers, and workers, to organize the simultaneous construction of 18 bridges. The realized output has reached VND 115 billion out of the total VND 626 billion, equivalent to 21.5% of the contract package. The contractor consortium is also executing bored pile items for large bridges, site clearance, excavating unsuitable materials, excavating and filling the roadbed, constructing access roads, etc.

The extended terrain and “fragmented” land situation significantly affected the deployment of access roads as well as the coordination of machinery and materials to the construction sites. Additionally, the land clearance for material mines and disposal sites faces difficulties due to some households demanding compensation higher than the local price framework. Furthermore, the prolonged rainy season from June to September also caused delays at multiple locations, requiring contractors to wait for floodwater to recede to continue construction.
The XL24 construction package’s Executive Board is organizing overtime shifts and increasing manpower to focus on accelerating the progress of bridges where land clearance has been completed, and construction can proceed. At the same time, they are actively coordinating with the investor to expedite the completion of land clearance to secure construction sites.
Advisory Council’s recommendation
After conducting on-site inspections and listening to the report from the Executive Board, the Advisory Council proposed several solutions and recommendations. Advisor Ngo Van Quy emphasized that, besides ensuring timely and high-quality project completion, attention must also be given to operational efficiency and financial sustainability.
Advisor Ngo Van Quy stressed: “It is necessary to accelerate construction for acceptance, payment, and capital recovery. Payment documents must be fully prepared, and staff in charge of documents need to be assigned specific tasks”. In addition, he recommended that the Executive Board review human resources and equipment and strengthen plans for prevention and response to unfavorable weather conditions.
Following that, Advisor Bui Van Ha recommended establishing a bi-weekly reporting cycle for all parties to adhere to the common objective. “Land clearance is currently the key factor determining project progress. The Executive Board needs to actively arrange meetings with the Project Management Board or the investor to quickly resolve obstacles”, Advisor Bui Van Ha said.

Advisor Tran Chung emphasized the need for close attention in several tasks, such as human resource training for each project component and reorganizing the construction site layout. “The execution of various package components is facing both objective and subjective difficulties. Difficulties with land clearance and waste disposal sites need to be reported to provincial leaders. As for subjective difficulties, especially the lack of technical staff, contractors must recruit, and the leading consortium must organize on-site professional training. Reaching the destination according to commitments and project quality is an affirmation of both the consortium's and DEOCA’s capacity. This is one of the key projects, which demands to be organized and implemented with a methodical and professional approach”, Advisor Tran Chung said and proposed that the Executive Board develop a detailed progress plan so that the entire team clearly understands the roadmap and objectives. The Executive Board also needs to strictly supervise the construction process of the contractors.
The advisors encouraged the project’s staff, engineers, and workers working on the contract package to continue overcoming the challenges ahead, proactively addressing difficulties, and completing the project on time, meeting the expectations of the investor and the community.
Before ending the field trip, Advisor Ho Nghia Dung instructed the Executive Board to set clear objectives for 2025 and establish a concrete implementation plan with specific targets. “Maintain regular communication with the Advisory Council so we can promptly grasp any issues related to the contract package and provide guidance on solutions. The advisors always stand side by side with the Executive Board and contractors, ensuring the most favorable conditions for smooth project execution”, Advisor Ho Nghia Dung shared.
The Tuyen Quang - Ha Giang Expressway Project (Phase 1) spans 77km and is divided into 6 construction and installation packages (from XL19 to XL24). This is a large-scale project and is of significant importance in the socio-economic development of Tuyen Quang province, as well as the Northeast and Northwest regions in general. Among them, the XL24 construction package involves the construction of 22 bridges along the entire route and is being executed by a consortium led by DEOCA Group. |
