On June 21, 2024, the consortium led by Deo Ca Group opened the right west door of tunnel number 2, part of phase 1 of Dong Dang (Lang Son province) – Tra Linh (Cao Bang province) expressway project. This is the first tunnel door to be opened along the entire route of this expressway project.

The project enterprise reports significant progress in land clearance for Dong Dang – Tra Linh expressway project. In Cao Bang, 85% (35.36/41.55 km) of the land clearance has been completed, with full completion expected by July 2024. In Lang Son, 10.5% (5.45/51.8 km) of the land clearance has been achieved, with full completion expected by September 2024, thanks to advanced funds from the investor and contractor.
The project faces a shortfall of approximately 4 million m³ of earth fill material. To address this, the project enterprise is supplementing with 4 new soil mines and lowering the elevation of surrounding areas. Coordination with relevant parties is underway to complete licensing procedures for soil mine exploitation under a unique mechanism.
To accelerate progress, the project has mobilized 467 personnel, 199 pieces of machinery, and 19 simultaneous construction fronts. The project enterprise is considering launching a competition movement and developing a reward mechanism to motivate contractors and enhance construction activities across the project.
Mr. Nguyen Duc Tuan, Deputy General Director of Dong Dang – Tra Linh expressway Joint Stock Company, highlighted some issues with the project. Despite starting construction on tunnel number 2, land for the waste disposal site and concrete mixing station has not been handed over. He urged the Cao Bang Provincial People's Committee to expedite land clearance and approve additional waste disposal sites needed during construction.
Mr. Nguyen Duc Tuan also proposed that Cao Bang Provincial People's Committee work with the Lang Son Provincial People's Committee and the Government to allocate sufficient land use targets for the project by the fourth quarter of 2024, approve the addition of four soil material mines, and approve the plan to utilize excess soil in compliance with regulations to meet construction material requirements.

On June 11, 2024, Dong Dang – Tra Linh expressway Project Steering Committee met to evaluate the project's progress and address critical tasks. Provincial Party Secretary, Mr. Tran Hong Minh requested district People's Committees to quickly approve compensation and land clearance plans to ensure 100% land handover for timely construction. He emphasized the need to expedite procedures for exploiting minerals as construction materials after the Government issues Resolution No. 106/2003/QH15, and to coordinate with Lang Son province to adjust the route, clear land, and change forest land use for the project.
Dong Dang – Tra Linh expressway project, totaling 121 km in length, is divided into 2 investment phases. Phase 1 covers over 93 km from Tan Thanh border gate intersection in Lang Son province to the intersection with National Highway 3 in Cao Bang province. Deo Ca Group leads the investor consortium for this phase.
The expressway will boost domestic and international trade connectivity, enhance local and regional competitiveness, and drive socio-economic development and national defense throughout the country.
