Efforts to accelerate expressway projects in Central region for completion by year-end

In August 2024, the Prime Minister launched an intensive emulation campaign "500 days to complete 3,000 km of expressways", which includes 10 subprojects of the Eastern section of North - South expressway in phase 2, spanning from Ha Tinh to Khanh Hoa with a total length of 610 km. Among these, DEOCA Group is undertaking Quang Ngai - Hoai Nhon expressway project and package XL01 of Chi Thanh - Van Phong project.

Quang Ngai - Hoai Nhon expressway spans 88 km with a total investment exceeding 795.5 million USD. It is the largest among the 12 subprojects of North - South expressway in phase 2, which were simultaneously commenced on January 1, 2023, and is set to be fully operational by the end of 2025 in accordance with the Prime Minister’s directive.

On March 10, 2025, Deputy Minister of Construction Nguyen Viet Hung conducted an inspection of the project’s construction organization and progress. Reporting to the Deputy Minister, Mr. Ngo Truong Nam, General Manager of DEOCA Group, stated that 1,500 pieces of machinery and equipment, along with 3,850 personnel, have been deployed on-site, operating in three shifts, four crews, notably with continuous 24-hour construction for tunnel No. 3.

As of now, the project has achieved 57% completion. Notably, over 95% of the embankment work is done, and all drainage structures and underpasses have been finalized. 17 km of aggregate base course constructed, 10 km of cement-treated base (CTB) completed, 4.5 km of R25 asphalt concrete pavement laid, C19 asphalt concrete paving tested. The production and on-site installation of traffic safety structures have reached approximately 60% completion.

Regarding bridge construction, 77/77 bridges have had construction of piers and abutments completed, with girder installation and deck construction currently underway on 56 bridges. Among them, Song Ve bridge, the longest bridge on the route at over 600 meters, has its deck largely finished.

For the three mountain tunnels, construction of tunnel No. 1 and tunnel No. 2 has been completed, with ME&PCCC installation currently in progress. Meanwhile, tunnel No. 3 has been excavated and reinforced for 5,350 out of 6,400 meters, with 2,035 meters of tunnel lining concrete completed.

Song Ve bridge, spanning over 600 meters, has its deck largely completed.

Although the progress has mainly aligned with the set objectives, Mr. Ngo Truong Nam noted that, in addition to weather-related challenges, the project faced difficulty due to prolonged site clearance and material mining permit approvals, which were only essentially completed by the end of June 2024. This had hindered the earlier expansion of the construction site, impacting the overall progress of the project.

“Over the past six months, prolonged heavy rainfall has significantly affected embankment work. Despite having sufficient materials, equipment, manpower, and financial resources, contractors have been unable to proceed due to the relentless downpours”, Mr. Ngo Truong Nam stated.

After conducting inspection and reviewing reports, Deputy Minister Nguyen Viet Hung highly appreciated the contractor’s efforts and emphasized: “With limited time remaining to complete the project, all relevant parties must work harder to accelerate construction progress, ensuring completion as directed by the Prime Minister”.

On March 9, Mr. Ho Minh Hoang, Chairman of the Board of Directors of DEOCA Group, inspected the construction progress of package XL01 under Chi Thanh - Van Phong expressway project in Phu Yen province.

At Tuy An tunnel within package XL01, the representative of the project’s Executive Board reported that package XL01 spans 24 km, with a total construction and installation value of 184.2 million USD, of which DEOCA Group undertakes 77 million USD.

On the construction site managed by DEOCA, over 310 personnel and 75 pieces of machinery are currently deployed, with 12 construction fronts in execution. As of now, girder installation of 4/4 bridges have been completed, while the roadwork has been progressed with the subgrade finished and 4.2 km of asphalt paving completed out of a total 7.8 km. Overall, 72% of the work volume specified in the contract has been completed, exceeding the planned schedule by 8%.

Regarding Tuy An Tunnel, under the signed contract with the project owner, the construction is scheduled for completion by December 31, 2025. However, the Executive Board is making efforts to finish the tunnel’s concrete lining by June 30 and complete the entire tunnel, including electrical system installation, by September 30, three months ahead of schedule, ensuring the on-time completion of Chi Thanh - Van Phong expressway project.

The Chairman of the Board of Directors and the delegation conducted an inspection of the construction progress inside Tuy An tunnel.

After inspecting the construction site, the Chairman of the Board of Directors highly commended the on-site construction execution, noting that project’s progress has largely met the requirements set by the Group’s leadership. However, the Executive Board’s reporting lacks clarity and needs further improvement. Additionally, Mr. Ho Minh Hoang instructed the Executive Board to closely monitor the schedule for material delivery and ME equipment installation, stay vigilant, and prepare a detailed plan for the implementation of the project's second phase.
