This is the directive given by Chairman of the Board of Directors Ho Minh Hoang during his inspection of projects in the central and central highlands regions.
On September 14, 2024, Chairman of the Board of Directors Ho Minh Hoang, along with members of the Advisory Council, the Board of Directors, and the Executive Board, conducted an inspection of the construction sites of package XL01 of Chi Thanh - Van Phong project and package XL01 of Khanh Hoa - Buon Me Thuot project in phase 1.
The Chairman of the Board of Directors inspected the construction site of package XL01 of Chi Thanh - Van Phong project.
According to the Executive Board’s report, package XL01 of Chi Thanh - Van Phong project, specifically the section executed by DEOCA Group, is currently being implemented across 12 construction fronts, with the completed volume has reached 35.88 million USD, equivalent to approximately 57% of the total volume specified in the contract. Notably, all four bridges along the route have been completed. Regarding Tuy An tunnel, 1,265 out of 1,544 meters have been excavated, with breakthrough expected by January 2025.
The roadbed construction has currently reached K95 compaction and is progressing with K98 compaction, crushed stone base course type I, and cement-treated crushed stone base. Trial asphalt paving is scheduled for implementation in October 2024.
At the southern portal of Tuy An tunnel, the Chairman of the Board of Directors praised the well-organized construction activities and affirmed that the progress has met the required schedule. Regarding the asphalt paving work, Mr. Ho Minh Hoang instructed that a trial pavement be carried out in October 2024 to verify quality, with full-scale paving to be conducted after the rainy season.
As the central region is approaching the stormy season, and Phu Yen province has highly complex geological conditions, the Chairman of the Board of Directors especially emphasized that in addition to ensuring safe construction inside the tunnel, the Executive Board must pay close attention to the slopes at the tunnel entrance, particularly the uphill slopes in the segment executed by DEOCA. He also emphasized the need for close coordination with relevant parties to develop appropriate implementation plans, and proactively responding to any arising situations.

Regarding corporate culture training, the Chairman of the Board of Directors requested the Executive Board to make necessary improvements and place greater emphasis on its implementation. “Through a brief inspection, it was observed that although the Executive Board and the Training Department have developed and conducted corporate culture training programs, the results remain unsatisfactory and have not been effectively conveyed to the workers on site. The Executive Board must take corrective action, stay closely engaged, and ensure that the corporate culture is genuinely instilled and spread among all workers involved in the project”, Mr. Ho Minh Hoang directed.
In the afternoon of the same day, the delegation conducted an inspection at package XL01 of Khanh Hoa – Buon Me Thuot project in phase 1.
At the western portal of Phuong Hoang tunnel, the Executive Board of the package reported that a total of 620 personnel and 200 pieces of equipment have been mobilized across the construction site, with 16 construction fronts currently underway — including 4 for tunnel construction and 12 for bridge and road works.

At present, Phuong Hoang tunnel, which spans 1,700 meters, has been opened at the western portal, with 150 meters out of the total 1,700m tunnel length excavated to date. The contractor has not been able to proceed with work at the eastern portal due to 1.9 hectares of natural forest that have yet to be handed over by the investor and local authorities. While awaiting the additional site clearance, the contractor has proactively implemented auxiliary works such as establishing the materials production area, access roads, and the site office at the eastern portal, and proposed the solution of opening the eastern portal (expected in December 2024) before the construction of the primary lining. This solution will not affect the area of natural forest that has not yet been cleared.
Mr. Ho Minh Hoang directed that regarding the area of natural forest at the eastern portal of Phuong Hoang tunnel, the Executive Board must coordinate closely with the project investor and local authorities to promptly complete the required procedures and explore phased implementation solutions, with the aim of opening the tunnel portal as soon as possible. “We must stay proactive in all tasks, as the project timeline is becoming increasingly tight. We will make our best efforts, but under the principle of avoiding haste or any compromise on quality merely for the sake of progress or achievements. Whatever we do must ensure both effectiveness and safety”, the Chairman of the Board of Directors emphasized.

After providing directives on construction progress at the site, Chairman of the Board of Directors Ho Minh Hoang and the delegation visited the site office area, where officers and employees working on the package live and work. Similar to other projects, the site complex of package XL01 is well-designed, clean, and fully equipped, providing a comfortable and reassuring environment for employees.
In the heavy rain, officers and employees at the site complex were delighted to welcome Chairman of the Board of Directors Ho Minh Hoang, the Advisors, Vice Chairmen, and the Group’s Board of General Directors. Their visit along with their thoughtful conversations and words of encouragement truly ignited the spirit and motivation of the workforce on site.
“This is my second visit to this project, and I can clearly see the progress and positive changes taking place. Although package XL01 is not large in scale, it poses significant challenges in terms of access and construction conditions, and engineers and workers have to stay deep within the forest, facing difficulty in commuting. I truly understand and empathize with all of you. We are not afraid of hardship, we will “overcome challenges” together and complete this project to help bring safer and more prosperous lives to the people in the region”, Chairman of the Board of Directors Ho Minh Hoang said and joined nearly 100 officers, engineers, and employees in singing “When the fatherland calls,” a song he recently composed. “Young men march forward, unfazed by any hardship. The greater the aspirations, the stronger the will to rise. No fear of setbacks, no fear of wavering spirit. With passion and perseverance, success shall be made”.
On this occasion, Mr. Ho Minh Hoang announced a reward of 3.845 USD to encourage and uplift the morale of the workers currently working on site.
