Prime Minister Pham Minh Chinh suggested, "DEOCA Group is known as the "tunnel king," so what should we do to speed up progress, striving to complete the entire project by September 2, 2025?" he asked during his inspection trip to the Chi Thanh—Van Phong expressway project site on April 29, 2024, about the construction work of Tuy An Tunnel.

The Chi Thanh - Van Phong expressway project, situated in Phu Yen Province, spans 48.25km and requires an investment of nearly 11,000 billion VND. The project, set to commence in early 2023, aims to complete the basic plan by December 2025. A significant component is the 1,020-meter-long Tuy An Tunnel under package XL01, overseen by a consortium of contractors led by DEOCA Group.

After a thorough inspection of the construction site and comprehensive reports at the southern gate of the Tuy An Tunnel, the Prime Minister expressed his admiration for the ministries, branches, Project Management Board 7, localities, and the contractor consortium for their exemplary site clearance and construction work. He also commended the team of engineers and workers for their unwavering spirit of determination and dedication, even during the holidays.

Prime Minister Pham Minh Chinh directed the People's Committee of Phu Yen province to urge departments and branches to provide soil and rock mines to the Project Management Board and contractors for construction. The Project Management Board must strictly control progress, quality, and labor safety. Regarding the problem of weak soil, it is necessary to focus on researching the fastest solution while still ensuring quality.

Also, the head of government directly visited and encouraged workers at the project site and asked contractors to continue to pay more attention to and care for workers' lives.

"If you do well, you must be rewarded; if you do not, you must be criticized; if you commit negative corruption, you must resolve it. All focus maximum, promote the spirit of "3 shifts, 4 teams," speed up progress, and complete the project soon," the Prime Minister emphasized.

In particular, regarding the Tuy An Tunnel, the critical road item for the entire project, the Prime Minister said, "DEOCA Group is known as the "tunnel king," so what should we try to speed up the progress? Furthermore, strive to complete the entire project by September 2, 2025."

Mr. Ho Minh Hoang, Chairman of DEOCA Group, committed that, within the scope of assigned work, the contractor consortium will, together with the Project Management Board and relevant parties, make every effort to complete the project before September 2, 2025, as the Prime Minister expected.

Also, Mr. Ho Minh Hoang reported to the Prime Minister about the actual operation of road tunnel projects. Accordingly, the tunnel project has 2 tunnels circulating in each direction in 1 tunnel, ensuring more traffic safety and reducing project operating costs.

Typically, before tunnel tube 2 was completed and put into use, more than 3,800 traffic unsafe events occurred on average each year at Hai Van Tunnel. After Hai Van Tunnel operated 2 tunnels, this number decreased by 6.5 times compared to operating 1 tunnel.

However, many tunnel projects on the North-South Expressway are still operating with only 1 tunnel. The operating system has yet to be invested in wholly and modernly, making it difficult to control, detect, and promptly handle traffic incidents on the route.

Therefore, DEOCA Group proposed to the Prime Minister that the Ministry of Transport complete the road tunnel system, including 2 tunnels, soon. At the same time, an intelligent traffic system must be installed for all of the above tunnels and the North-South Expressway to ensure the safe and smooth operation of projects.

In addition, representatives of DEOCA Group proposed that the Prime Minister consider having funding sources for e-commerce projects to train quality human resources for the management and operation of traffic works.

The Prime Minister assessed that DEOCA Group's recommendations were appropriate. The Head of the Government requested the Ministry of Transport and relevant Ministries to review the design, add 2 pipes, and research to get backup sources from projects to deploy additional 2 tunnel pipes for elevated tunnels quickly. North-South expressway ensures safety for people participating in traffic.

"Additional investment capital, taken from reserve capital to build a smart transportation system, review locations that need rest stops to meet the standards of the Ministry of Transport. Approve additional funding for training human resources for cultural management", the Prime Minister emphasized.

A representative of DEOCA Group said that right from the first stage of managing and exploiting the Deo Ca, Co Ma, Cu Mong, Hai Van 2 tunnels, DEOCA Group sent 100 personnel to Japan and Finland to train to improve knowledge, train operations management skills, rescue, and rescue... The total number of DEOCA Group staff with professional management and operation skills for projects is over 1,000. People.

DEOCA Group continues to replicate the tunnel management model through training programs and "real combat" training at the DEOCA Practical Training Center, Deo Ca Institute for Research and Training, in coordination with DEOCA Group with the Vietnam Road Administration and universities and colleges to train human resources to manage and operate road tunnels, highways, and significant bridges for businesses and the domestic transportation industry, moving forward with training in all fields.
