On February 5, 2025, during a working visit to Ha Giang province, Party General Secretary To Lam presented the Examination and Treatment Department construction project at Quan Ba District General Hospital to the local ethnic communities. DEOCA Group was entrusted as the project's implementing unit.
Meeting with the ethnic communities of Quan Ba District, Party General Secretary To Lam expressed his delight at witnessing the positive changes in the locality, especially amidst the joyful atmosphere of the early spring days. He also emphasized the significance of improving the living conditions of the people, highlighting that enhancing healthcare quality is a crucial task to ensure public health.
"Today, I am very pleased to visit Quan Ba District with central government leaders in the social security development program. I also strongly hope that the district will have a medical center capable of meeting the healthcare needs of residents. This facility will be equipped with modern medical devices to ensure proper diagnosis, treatment, and healthcare services for the people", the Party General Secretary emphasized.
Party General Secretary To Lam grants funding for the construction of the Examination and Treatment Department – Quan Ba District General Hospital
Quan Bạ District General Hospital is a Grade II hospital, with buildings that were put into operation in 1999 and 2001. Initially, the hospital had a capacity of 100 beds, which was expanded to 130 beds in 2015. However, the actual number of beds currently in use has reached 180. After many years of operation, some infrastructure components have deteriorated, functional areas are not well-coordinated, and the facilities do not fully meet the requirements for medical examination and treatment for patients in Quan Ba District and neighboring areas.
After surveying the current condition and with the approval of the Ha Giang Provincial People’s Committee, the Provincial Department of Health, and the hospital’s leaders, DEOCA Group proposed the construction of a new 4-story building with an area of 2,200m². The project will include investments in basic medical equipment, a new entrance gate, internal roads, a front fence, and landscaping for the hospital’s premises. The total estimated investment is approximately 30 billion VND. According to the plan, the project will be implemented within 120 days from the date of approval by Ha Giang Province.

Undertaking the task as the project's implementing unit, Mr. Ho Minh Hoang - Chairman of the Board of Directors of DEOCA Group affirmed the determination to implement the project following the commitments: “With our experience in implementing the Pac Bo Kindergarten in Cao Bang, the Group continues to research the model of building medical facilities in Quan Ba District. DEOCA is honored and committed to undertaking this project to ensure quality and progress within 120 days. This initiative will be instrumental in improving healthcare infrastructure, creating more favorable conditions for medical examination and treatment services for Quan Ba District and surrounding areas”.

At the event, the Party General Secretary welcomed the initiative and encouraged the construction unit to strive to complete all components within 120 days.
Upon completion, the project will be instrumental in enhancing the healthcare infrastructure system of Quan Ba district and its surrounding areas, facilitating better access to medical services for residents.
In addition to business operations, DEOCA Group actively participates in community activities, demonstrating corporate social responsibility. Previously, in 2024, the Group completed an 80-day construction project for the Pac Bo Kindergarten, a project gifted by Party General Secretary To Lam to the children of Ha Quang district, Cao Bang province, with DEOCA Group entrusted as the executing unit.
That evening, DEOCA Group and local authorities welcomed Party General Secretary To Lam and the delegation to attend a cultural program presented by the ethnic communities of Ha Giang province in Dong Ha commune, Quan Ba district.
