New clinical services building at Tuong Duong Medical Center inaugurated

On the morning of February 9, 2026, in Tuong Duong Commune, Nghe An Province, the Ministry of Public Security, in coordination with the People’s Committee of Nghe An Province, held a ceremony to inaugurate and hand over the clinical services building of Tuong Duong Medical Center. The project has a total investment of VND 30 billion, funded by the Ministry of Public Security, and implemented by Deoca Group and Phuong Trang Group.

Attending the ceremony were Lieutenant General Pham The Tung – Member of the Party Central Committee, Deputy Minister of Public Security, along with leaders of various departments under the Ministry. Representing the local authorities were Ms. Vo Thi Minh Sinh – Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An Province, Head of the Provincial National Assembly Delegation, and Mr. Thai Van Thanh – Vice Chairman of the Nghe An Provincial People’s Committee, along with representatives from departments, agencies, and mass organizations. The event was also attended by representatives of participating units and a large number of officials, medical staff, and local residents.

Overview of the ceremony

Construction of the clinical services building began on October 29, 2025. The facility consists of three floors and a rooftop level, with a construction area of 660 m² per floor and a total floor area of approximately 2,200 m². The building is designed to meet general hospital standards with fully equipped functional rooms. The first floor houses treatment functions, including emergency resuscitation, procedure rooms, nursing, intensive care, equipment storage, and administration. The second floor is dedicated to examination and treatment, featuring rooms for blood collection, laboratory testing, ultrasound, CT scans, X-rays, endoscopy, blood transfusion, and electrocardiography. The third floor includes operating rooms, post-operative recovery rooms, and patient monitoring areas. The building is also equipped with two elevators, communication systems, surveillance systems, and automatic fire prevention and firefighting systems.

During more than 90 days of construction, the site faced difficult transportation conditions, unpredictable weather, and significant schedule pressure. However, with a high sense of responsibility, the implementing units worked in three shifts and four crews to ensure progress, quality, and safety. The project has now been completed and is ready for operation, welcoming patients for examination and treatment.

Speaking at the ceremony, Lieutenant General Pham The Tung emphasized the special significance of the event in the early days of the new year 2026 and in preparation for the Lunar New Year. He noted that the completion and commissioning of the project is a meaningful contribution to celebrating the 96th anniversary of the founding of the Communist Party of Vietnam, welcoming the success of the 14th National Party Congress, and marking the 71st anniversary of Vietnamese Doctors’ Day.

He recalled President Ho Chi Minh’s message to the health sector in his letter dated February 27, 1955, emphasizing that “a physician must be like a kind mother,” and the need to build a healthcare system suited to the people’s needs, based on the principles of science, national identity, and public service. These teachings have served as guiding principles for generations of healthcare professionals and the entire health sector over the past seven decades.

The Deputy Minister of Public Security stressed that the central government has consistently prioritized the development and improvement of healthcare systems, particularly in border, remote, and disadvantaged areas that are strategically important for national defense and security. Nghe An remains a province facing many socio-economic challenges, especially in healthcare and education.

“The investment in constructing this medical building is a timely, humane, and strategically significant policy for serving and caring for the people. This is not only a local healthcare facility but also a symbol of solidarity and the close bond between the People’s Public Security forces and ethnic communities in Nghe An Province,” he stated.

He expressed confidence that Tuong Duong Medical Center will become a modern, exemplary healthcare facility in the region, improving community health services and enabling ethnic minority populations in border areas to access high-quality medical care in a safe and modern environment, contributing to the sustainable development of western Nghe An.

The Deputy Minister also acknowledged the proactive and decisive leadership of the Nghe An Provincial Party Committee and People’s Committee, as well as the strong support from departments, agencies, and especially the contributions of Deoca Group and other participating units.

On behalf of the local government, Mr. Thai Van Thanh – Vice Chairman of the Nghe An Provincial People’s Committee, shared that in the context of difficult living conditions in many mountainous and border communes, timely support from ministries, armed forces, organizations, and benefactors is a meaningful and practical source of encouragement.

He expressed sincere gratitude to the Ministry of Public Security, Lieutenant General Pham The Tung, and all supporting agencies, organizations, and benefactors for their valuable contributions to the people of Tuong Duong Commune and the western region of Nghe An Province.

“This project contributes to improving living standards, strengthening public trust, maintaining stability in border areas, and creating conditions for sustainable development in mountainous communes in the western part of the province,” Mr. Thanh said.

The inauguration and handover of the Clinical services building mark an important milestone in the development of healthcare in border areas. The project is the result of leadership attention from the Party and State, decisive direction from the Ministry of Public Security, coordination from local authorities, and the dedication of enterprises. With this modern facility, nearly 80,000 ethnic minority residents will have access to high-quality healthcare services locally, contributing to building a more prosperous and civilized Nghe An.

Mr. Le Van Luong – Secretary of the Party Committee of Tuong Duong Commune, expressed his emotion, noting that this is a highly meaningful and practical project, especially for an area still facing many difficulties in healthcare infrastructure. Impressed by the responsibility and rapid implementation of Deoca Group and Phuong Trang Group, he affirmed that the locality will coordinate closely with the medical center to manage, maintain, and effectively utilize the facility, while continuing to invest in improving the quality of medical staff.

Representing the medical team, Dr. Vy Xuan Chien – Director of the Medical Center, stated that the project is extremely meaningful and a great gift, with the local people being the direct beneficiaries, while also providing a modern and professional working environment for healthcare staff.

“When the three-story building is put into operation, it will be an invaluable gift for the people of Tuong Duong and neighboring communes, as well as patients from Laos. This is what we have long hoped for, and today it has become a reality,” said Ms. Nguyen Thi Ha, a nurse.

The Clinical services building at Tuong Duong Medical Center is part of a series of social welfare activities implemented by Deoca Group in remote, border, and disadvantaged areas. Representing the implementing unit, Mr. Ho Minh Hoang – Chairman of the Board of Directors of Deoca Group, stated: “This project reflects Deoca Group’s social responsibility. It is not the first of its kind; we have previously implemented several social welfare projects following the consistent direction of General Secretary To Lam to promote social welfare activities, particularly infrastructure such as schools and hospitals, to improve education and healthcare quality in remote and border areas.”

According to Mr. Hoang, Deoca Group is honored to accompany and participate in social welfare programs led by the Ministry of Public Security with a strong sense of responsibility. “The timely direction from the Ministry’s leadership has been a driving force for us to complete the project before Tet, ensuring that people can access medical services promptly. Witnessing the joy of local residents, especially ethnic communities, brings us great happiness and pride.”

As part of the program, representatives of the Ministry of Public Security presented 1,000 gift packages to disadvantaged households and ethnic communities in Tuong Duong Commune; 10 awards from the Minister of Public Security to collectives with outstanding achievements in constructing the building; and 20 gifts from the Deputy Minister to policy beneficiary families in the locality. In addition, the Ministry also donated medical equipment to enhance the operational capacity of the Medical Center.
