On June 10, 2026, in Hanoi, DEOCA Group and VNU University of Engineering and Technology (VNU-UET) signed a memorandum of understanding (MoU) to promote the development of high-quality human resources for Vietnam’s transport infrastructure sector.
Attending the event on behalf of DEOCA Group were Nguyen Quang Huy, General Manager of DEOCA Group; senior advisors Assoc. Prof. Dr. Tran Chung and Assoc. Prof. Dr. Do Van Dung; along with representatives from the group’s professional departments. Representing VNU-UET were Prof. Dr. Chu Duc Trinh, President of VNU University of Engineering and Technology, together with leaders and lecturers from the Faculty of Civil and Transportation Engineering and the Office of Science, Technology and Development Cooperation.

During the meeting, leaders from both sides emphasized the urgent need to innovate training models as Vietnam accelerates investment in transport infrastructure, particularly in emerging areas such as high-speed rail and digital transformation in construction.
Mr.Nguyen Quang Huy said DEOCA Group consistently views people as the core element of its development strategy. According to him, cooperation between universities and enterprises plays an important role in improving training quality and enabling students to access real working environments from an early stage.
“DEOCA believes enterprises should not stand outside the training process. Universities provide academic foundations, while businesses help students gain practical industry exposure and participate directly in projects that create tangible outcomes”, Mr. Huy said.
According to the General Manager, DEOCA Group has developed a multi-sector ecosystem covering surveying, design consultancy, construction and infrastructure operation management, allowing students to experience the full project lifecycle from development and implementation to operation.
Mr. Nguyen Quang Huy also noted that DEOCA is implementing a “corporate semester” model, enabling students to undertake internships and field placements directly at project sites while gaining exposure to real working conditions. In addition to participating in professional activities, students are provided with accommodation, working conditions and employee-level support policies.

Assoc. Prof. Dr. Tran Chung, Vice Chairman of DEOCA Group’s Advisory Council, said the philosophy of “Knowledge creates value” serves as an important foundation for cooperation between enterprises and universities in generating new value for society.
According to Dr. Chung, major projects implemented by DEOCA Group, including Deo Ca tunnel, Hai Van tunnel, Bac Giang – Lang Son expressway and Trung Luong – My Thuan expressway, were highly challenging projects that required Vietnamese engineers to research, apply and gradually master advanced technologies.

He added that the practical environment at DEOCA’s construction sites and infrastructure projects is creating valuable material for scientific research while providing students and lecturers with opportunities to engage directly with real-world challenges in the transport infrastructure sector.
“DEOCA is not only applying new technologies, but also moving toward researching, mastering and improving technologies independently”, Dr. Chung emphasized.
On behalf of the university, Prof. Dr. Chu Duc Trinh highly appreciated DEOCA’s development orientation in technology application, technical mastery and investment in human resources. He said Vietnam has significant potential to develop large-scale infrastructure projects if stronger linkages are established among enterprises, universities and the scientific community.

According to Prof. Dr. Chu Duc Trinh, high-quality workforce training must be closely aligned with the practical demands of businesses and society.
“Outstanding students are not necessarily talented individuals. Talent lies in the ability to apply knowledge in practice to create products that generate value for society”, he said.
The rector also noted that the university is implementing various training programs focused on digital governance, discipline, practical learning and stronger enterprise connectivity. Civil and transportation engineering remain among the university’s disciplines with the highest input quality.

Under the cooperation agreement, the two sides will collaborate on short-, medium- and long-term training programs; technology transfer; capacity building; and the development of new disciplines and specialized programs tailored to the practical needs of the transport sector, including tunnel operation management, expressway systems and railway infrastructure.
In addition, the two parties will coordinate scholarship programs for students in related fields; organize career orientation activities, internships, field placements and corporate semester programs; and strengthen recruitment connections involving students, alumni, lecturers and experts from the university.
The two sides also agreed to cooperate on upgrading facilities, implementing applied research projects and promoting joint activities and branding initiatives in the coming period.
Through the partnership, DEOCA Group and VNU University of Engineering and Technology aim to build a substantive university-enterprise cooperation model, contributing to the development of a new generation of engineers equipped with professional expertise, practical skills and the adaptability required for large-scale infrastructure projects in Vietnam’s next stage of development.
