On the morning of August 19, Gia Lai Provincial People’s Committee held a groundbreaking ceremony for Component Project 2, covering the Km22+000 – Km90+000 section of Quy Nhon – Pleiku Expressway. The consortium of Deoca Group and DACINCO Company will implement Package XL2, with a construction value of approximately USD 243 million.

Quy Nhon – Pleiku Expressway has a total length of 125 km and will be developed to a full four-lane configuration with a design speed of 100 km/h. The entire project has a total investment of approximately USD 1.66 billion from the central and local government budgets and is scheduled for implementation from 2025 to 2029.
The project comprises three component projects. Component Project 2 is approximately 68 km long, with a total investment of USD 1.05 billion. It has the largest investment among the three components and is the central section, directly connecting the two sections that broke ground in late 2025. The route passes through Binh Phu, Binh Khe, Ya Hoi, Dak Po and Hra communes, and An Binh Ward in Gia Lai Province.
Package XL2 under Component Project 2 spans 20.26 km, from Km39+740 to Km60+000, with a construction value of more than USD 243.2 million. The scope of work includes roadbed and pavement construction, drainage works, An Khe Tunnel, 13 bridges, the Provincial Road 667 interchange, traffic monitoring and management systems, traffic safety facilities and lighting systems within the assigned scope. The package also includes surveying, preparation of construction drawings, and the development and application of BIM throughout project implementation.
An Khe Tunnel is identified as a key component of Package XL2. The tunnel is 2.75 km long and consists of two parallel tubes, each carrying two lanes of one-way traffic.
Perspective of the project.
A representative of Deoca Group’s leadership said Component Project 2 plays a key role in connecting the two remaining sections of the Quy Nhon – Pleiku Expressway and passes through an area of complex terrain. Contractors must therefore select appropriate technologies, organize construction carefully, and strictly control progress and quality to ensure the entire route can be connected and brought into operation as planned.
The contractor consortium has mobilized key personnel, machinery and equipment and prepared the necessary conditions to begin construction.
During the initial stage, the consortium will focus on completing construction drawings on a rolling basis, opening construction access roads, building site offices, staff accommodation and material production facilities, while working with relevant authorities to establish a power supply plan for construction.

The Package XL2 construction site passes through complex mountainous terrain. Construction will closely follow the areas where site clearance has been completed, with priority given to access roads and tunnel portals. The contractor will also coordinate with local authorities, forest protection agencies and the investor to determine land-use boundaries, control transportation safety and minimize impacts on nearby residential areas and ecosystems.
National Highway 19 currently remains the main transport corridor connecting the coastal area with western Gia Lai Province. The route includes many winding mountain-pass sections, narrow roadways and limited visibility. Once the Quy Nhon – Pleiku Expressway is completed, travel time between Quy Nhon and Pleiku is expected to decrease from approximately 3.5 - 4 hours to 1.5 - 2 hours, significantly improving transport capacity between the Central Highlands and the seaport system along the central coast. The implementation of Component Project 2, including Package XL2 through An Khe Pass, is critical to the progress of connecting all three component projects. The expressway is expected to create a new East-West logistics corridor, strengthen connectivity with the North-South Expressway, Le Thanh International Border Gate, southern Laos and northeastern Cambodia, while creating additional opportunities for industrial, commercial and service development in Gia Lai and surrounding areas. |
