On the morning of August 5, the contractor consortium led by DEOCA Group officially began the first drilling to open the eastern portal of the left Hoang Lien Tunnel. This is part of the road tunnel project through Hoang Lien Pass, connecting Sa Pa Ward (Lao Cai province) with Binh Lu Commune (Lai Chau province).
Opening the tunnel portal marks an important milestone, paving the way for units to focus on constructing the tunnel itself – the key component that determines the progress of the entire project. After completing the portal opening, contractors will simultaneously carry out tunnel excavation, structural reinforcement, and organize multiple construction fronts to accelerate progress.

According to the Project Management Board's report, the contractor consortium has mobilized 128 personnel and 52 pieces of machinery and equipment to implement the project. They have completed the construction of housing, field laboratories, and supporting facilities at the Lai Chau side portal. Quality control, occupational safety, environmental sanitation, and fire prevention are strictly maintained according to regulations.
To date, the site clearance on the Lai Chau province side basically meets the requirements for launching construction fronts. Compensation and resettlement are basically complete, and about 90% of the approved forest area for land use conversion has been cleared. However, there are still obstacles in site clearance within Lao Cai province, affecting the synchronized implementation of the project's components.
The contractor consortium has currently mobilized 128 personnel and 52 pieces of equipment and machinery to implement the project.
Mr. Nguyen Duy Song, Director of the Hoang Lien Tunnel Project Management Board, stated that immediately after completing the tunnel portal opening, the contractor consortium will mobilize additional personnel and machinery. They will take advantage of favorable weather to organize construction in three shifts with four crews. In case of rain, tarpaulins will be used, and backup generators are prepared to ensure progress stays on schedule.
“We are ready with manpower, equipment, and construction plans. Right after the opening ceremony, the construction fronts will be deployed continuously and synchronously, striving to complete the project's goals as planned”, Mr. Nguyen Duy Song emphasized.
According to Mr. Song, along with focusing on on-site construction, the Project Management Board will continue to coordinate closely with the Lao Cai Provincial People's Committee, the investor, and relevant agencies to accelerate site clearance. They aim to resolve remaining procedural bottlenecks and hand over a clear site soon, facilitating the synchronized implementation of components on the Lao Cai side.
Leveraging experience in constructing large-scale tunnel projects across the country, the contractor consortium is determined to overcome difficulties regarding terrain and weather conditions. They are committed to organizing safe, high-quality construction that meets the scheduled timeline.

The road tunnel project through Hoang Lien Pass has a total investment of 3,300 billion VND, utilizing the central budget, the Lai Chau provincial budget, and other legal capital sources. The Hoang Lien Tunnel consists of two tubes; the left tunnel is 2,634 meters long, and the right tunnel is 2,665 meters long, making it one of the project's key components. Once completed, the structure will eliminate traffic “black spots” on O Quy Ho Pass, shorten the travel time between Lao Cai and Lai Chau, and open up a convenient connecting corridor, promoting tourism, logistics, and trade in the Northwest region.
The project is invested by the Lai Chau Province Construction Investment Project Management Board. The construction contractor consortium includes DEOCA Group as the consortium leader, 299 Construction and Trading JSC, 68 Construction Services and Trading JSC, Thanh Tuyen Co., Ltd., Lai Chau No. 10 Co., Ltd., and Khanh Hung Construction & Trading Co., Ltd.
