On December 9, 2024, Project Management Board 85 (Ministry of Transport) held the launching ceremony of Package 15-XL for the construction of Dai Ngai 1 Bridge and the approach roads at both ends of the bridge, under the Dai Ngai Bridge Construction Investment Project. This is the second largest cable-stayed bridge in Vietnam, implemented by a consortium of contractors led by DEOCA Group.
Present at the launching ceremony of Package 15-XL were Minister of Transport Tran Hong Minh, leaders from the Ministry of Transport, Project Management Board 85, leaders of Tra Vinh and Soc Trang provinces, as well as representatives from contractors, design consultants, and other related parties.

The Dai Ngai Bridge construction investment project is situated on National Highway 60, extending 15 km. It begins at the intersection with National Highway 54 in Hung Hoa commune, Tieu Can district, Tra Vinh province, and ends at the intersection with Nam Song Hau National Highway in Long Duc commune, Long Phu district, Soc Trang province. This is a group A, special-grade road traffic project, with an investment capital of VND 7,962 billion from the State budget, managed by Project Management Board 85 (Ministry of Transport). The entire project comprises 5 intersections, 7 bridges, and is divided into 4 packages.
Of which, package 15-XL for the construction of Dai Ngai Bridge 1 and the approach roads at both ends of the bridge has a total construction value of VND 3,907 billion. Dai Ngai 1 Bridge spans over 3 km in total, with the main bridge being 2.59 km long and 21.5 meters wide, crossing the Dinh An channel of the Hau River. The main cable-stayed bridge features two A-shaped towers, each 110 meters high (from the bridge deck), with a main span configuration of (210+450+210) meters.
According to Decision No. 3665/QD-BQLDA85 dated December 3, 2024, which approved the results of contractor selection, Package 15-XL will be implemented by a consortium led by DEOCA Group. This consortium includes DEOCA Group Joint Stock Company, Trung Nam Construction and Installation Joint Stock Company, Thai Yen Investment and Construction Joint Stock Company, Thanh Long Group Joint Stock Company, Bac Trung Nam Infrastructure Construction Joint Stock Company, Khang Nguyen Infrastructure Construction Investment Joint Stock Company, Construction and Investment Joint Stock Company 492, and Dinh An Group Company Limited. The project has an implementation period of 1,250 days and is expected to be completed in June 2028.
During the launching ceremony of Package 15-XL, Minister of Transport Tran Hong Minh commended the capability and experience of the contractor consortium, particularly DEOCA. He remarked, “We are completely assured because these contractors have constructed many projects from North to South, including DEOCA, which was involved in the construction of the sea-crossing bridge in Quang Ninh. I hope that with the capacity of these contractors, Dai Ngai 1 Bridge will be completed ahead of schedule”.
Minister of Transport Tran Hong Minh listens to the report on the implementation plan of package 15-XL
Minister Tran Hong Minh highlighted that, upon completion, the Dai Ngai Bridge, along with Rach Mieu Bridge, Ham Luong Bridge, and Co Chien Bridge, will significantly enhance the transportation capacity of the Mekong Delta. This will facilitate easier traffic connections between the southern coastal provinces and Ho Chi Minh City, reducing travel time, cutting transportation costs, promoting trade, and reducing the reliance on National Highway 1A. According to calculations, the Dai Ngai Bridge will shorten the travel distance by about 80 km compared to National Highway 1A for journeys from Ca Mau, Soc Trang, and Bac Lieu to Ho Chi Minh City.
Mr. Nguyen Tan Dong, Vice Chairman of the Board of Directors of DEOCA Group, stated that immediately after winning the bid, the DEOCA joint venture mobilized personnel to the site, established a project management office, and brought specialized machinery and equipment to commence construction right after the launching ceremony.
"To prepare for large bridge projects with complex technical requirements, as well as high-speed railway and urban railway projects, DEOCA Group has conducted research trips to countries such as Japan, China, France, and Denmark. We have studied their construction models and solutions, and at the same time, we have partnered with capable domestic contractors and invited leading experts to participate in consulting," said Mr. Nguyen Tan Dong.

Mr. Dong added that DEOCA Group is planning to join with consortium contractors and some interested partners to invest in Vietnam's first wind tunnel laboratory. This facility will enable domestic testing, inspection, and aerodynamics activities, reducing reliance on foreign countries.
