Trung Luong - My Thuan BOT Joint Stock Company (the project enterprise) has planned to carry out the construction during the Lunar New Year 2020. Many workers have to celebrate Tet on the construction site to soon put the expressway into operation, fulfill the expectations of people in the Mekong Delta.

Bustling construction site
On January 17, Mr. Nguyen Van The, Member of the Central Party Committee, Minister of Transport came to inspect the construction work of Trung Luong - My Thuan Expressway Project. The Minister commented: “All bidding packages have done well, more than 50% of packages have been constructing ahead of schedule, and nearly 50% of packages have been slow but the rate of delay is not insignificant, we can overcome. In order to keep up with the progress, we strongly agree with the plan of the business, focusing on weak ground treatment, monitoring the ground settlement, ground handling to ensure the plan to completed the entire bridge system and assembly system by October 2020, start laying asphalt concrete carpet to be able to circulate on the whole route. We highly appreciate the unit that organized the construction during the Tet holiday to ensure the progress”. Minister Nguyen Van The also asked the construction units to ensure safety and policies for laborers. Hopefully after Tet, we will achieve some more significant tasks to bring the project completed on schedule.
In the last days of 2019, when the “capital bottlenecks” of Trung Luong - My Thuan Expressway project was removed, the contractors accelerated the construction progress. On December 16, 2019, Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank) and syndicated banks officially signed credit contracts and documents for Trung Luong - My Thuan Expressway Construction Investment Project in the form of BOT contract with Trung Luong - My Thuan BOT Joint Stock Company. The bank's total committed loan capital for this expressway investment project is VND 6,686 billion. Previously, on December 3, 2019, the project received VND 1,390 billion out of a total of VND 2,186 billion from the State budget. These events are very important, removing fundamental difficulties that made this expressway project behind schedule in the past 10 years.
At Present, the construction site at the end of the year to encourage cadles and workers working on the project, Mr. Ho Minh Hoang, Chairman of Trung Luong - My Thuan BOT Joint Stock Company said: “Those who could not come back home for Tet don't be sad because the construction site is home, too. It's all for a bigger task is not to break the promise with 21 million people in the Mekong Delta. I request the management and the project management board to pay attention to the lives of cadles and workers to celebrate Tet at the construction fully, cosy, ensuring traditional customs and meaningful”.
With the careful preparation of the project enterprise, many workers affirmed the determination to cling to the works during the Tet holidays. Mr. Nguyen Huu Dat, a construction worker at An Thai Trung intersection, Cai Be district (the end of Trung Luong - My Thuan expressway), said: “Although assigned to work on the project throughout Tet 2020 but thanks to the leader’s encouragement, the team members are very unanimous to contribute effort to the on time completion of the project. After was disbursed capital, the project contractors have carried out simultaneously, the construction team are very excited, trying to emulate completing the tasks. In the new year, we look forward to making a small contribution to the completion of the project by 2021”.
Together with the enthusiasm, Mr. Ha Dinh Long also constructed at An Thai Trung intersection, confided: “Closer to Tet, the brothers came from the North are very homesick but because of working conditions and project schedule, we strive to stay on the site. Currently, the construction progress is accelerated when the capital is disbursed, everyone is very excited and motivated to work hard. In the new year, in the condition of being far away from home and lack of family love, hope that the brothers will try to complete the task”.
Determined to finish on schedule
In order to determine to achieve the goal of route connection in 2020, completing the project in 2021 as directed by Prime Minister Nguyen Xuan Phuc, the project enterprise has arranged workers construct throughout Tet. Although the atmosphere of Canh Ty New Year has been everywhere, engineers and workers are still working hard here. Currently, all 24/24 packages are under construction on the whole route, accumulated value of nearly 30% of the construction volume. Board of Management, Board of Directors has planned to celebrate Tet together at the construction site and will organize a cosy and meaningful Tet on site for cadles and workers.
In 2020, the Trung Luong - My Thuan Expressway project continues to implement the main construction items including: Road foundation construction, weak ground treatment, culvert construction, bridge construction, roads surface construction, traffic management center and toll station construction. Accordingly, the work of installing wick drain will be completed in the middle of February, 2020, embankment and foundation will be completed in mid-June 2020, aggregate gradation will be completed in mid-December of 2020, weak ground treatment will be fully completed in mid-October 2020, the culvert construction item will be completed in mid-December 2020. Regarding bridge construction, the foundation of the bridge will be completed in March 2020, the abutments and piers will be completed by the end of July 2020, the superstructure will be completed by the end of November 2020.
Despite the pressure of progress when the connection time is close, but according to Mr. Ho Minh Hoang, the company's leaders still require the Board of Directors to control the quality of construction, putting quality first. In order to ensure the conpletion of the routes by the end of 2020, Trung - My Thuan company has consolidated and reorganized the Supervision consultant and the Project Management Board to adjust the work implementation process to ensure coordination is smooth, convenient and promptly. Mr. Ho Minh Hoang said: “The Project Management Board also set up surveillance cameras for the whole project 24/24. We use this monitoring system to push the work. Although the schedule is put the project into use in 2021, but we couldn't ignore the quality. But the goal is not to back down the complete time”.
By the end of December, 2019, the compensation for site clearance of Tien Giang province was basically completed. According to the evaluation of Tien Giang Province People's Committee, many construction and installation packages organized with good progress, worked in three shifts / day, such as An Thai Trung intersection and National Road 30 connection branch (XL- 19); installing wick drain to handle weak ground at Cai Lay intersection (XL-10, XL-11); Kinh Xang bridge (XL-08); Phu Nhuan Bridge (XL-13) and Thong Luu Bridge (XL-15) ...
Ms. Nguyen Thi Thanh Phuong, Acting Director of the Management Board of civil and industrial construction investment project of Tien Giang province said: “To ensure the schedule and quality of the project, in the coming time, The Management Board of civil and industrial construction investment projects of the province (PMU) will focus on coordinating with relevant units to urgently carry out necessary procedures to disburse the remaining capital from the Central State budget support for Trung Luong - My Thuan expressway project, creating conditions for project enterprises to accelerate progress. In addition, the Project Management Board is developing a plan for the Provincial Standing People's Committee to check the project in 2020 in order to timely direct and resolve arise problems if any during the implementation process. Besides, coordinating with the Standing Agency of the State Council for Check & Acceptance of Construction Works to periodically inspect the quality situation and quality control of projects”.
Trung Luong - My Thuan Expressway Project has a total length of 51.1 km, passing through Cai Lay Town and districts of Chau Thanh, Cai Lay, Cai Be and Tan Phuoc; starting point at Than Cuu Nghia intersection (connecting Ho Chi Minh - Trung Luong expressway), the last point at the intersection with National Road 30 (Cai Be district, Tien Giang province). Stage I of the project has a width of 17m wide, four lanes, 39 bridges on the main route, 04 bridges in intersections, 10 overpass bridges, 02 bridges on the route connecting Cai Be intersection, 01 bridge on the route connecting Cai Lay intersection. The total adjusted investment capital is VND 12,668 billion, of which the State capital to support the project is VND 2,186 billion. This route is particularly important for the socio-economic development of the Mekong Delta region in particular and the country in general. |
