On August 19, groundbreaking and inauguration ceremonies for major projects were held nationwide to celebrate the 80th anniversary of the August Revolution and Vietnam National Day. In addition to launching phase 2 of Dong Dang - Tra Linh expressway under the PPP model, DEOCA Group also participated in three other projects such as Ngoc Hoi bridge, expansion of Ho Chi Minh City - Long Thanh expressway, and completion of tunnel 1 on Quang Ngai - Hoai Nhon expressway.
In Hanoi, the groundbreaking of Ngoc Hoi bridge and its approach roads, a key project connecting the capital with Hung Yen province, was officially held. The ceremony was attended by Deputy Prime Minister Nguyen Chi Dung, Deputy Minister of Construction Nguyen Viet Hung, as well as local leaders, contractors, and many residents.

With a total investment of nearly 388 million USD, this Group A project is funded by both the Central and Hanoi city budgets. The consortium of DEOCA Group and 8 other corporations is the contractor for Package 07/TP3-EPC, with a contract worth 313 million USD. This package covers the design, material and equipment supply, and construction (including surveying and BIM) for Component Project 3. The project is scheduled for implementation from 2025 to 2028.
The bridge across the Red River will be about 680m long and over 32m wide, designed for six motor vehicle lanes and two mixed-use lanes. The approach roads will extend over 6.5 km, bringing the total project length to 7.5 km, including 5.2 km in Hanoi and 2.3 km in Hung Yen.

At the groundbreaking ceremony, Chairman of Hanoi People’s Committee Tran Sy Thanh stated that the city plans to build 7 new bridges in 2025, including Ngoc Hoi bridge.
"This bridge has important political and economic significance. It will not only connect Hanoi and Hung Yen but also ensure national defense and security, cultural exchange, urban development, and tourism along the Red River. It contributes to achieving an economic growth target of over 8% in 2025 and double-digit growth in the following years," he said.
In Dong Nai province, a groundbreaking ceremony was also held for the expansion of Ho Chi Minh City - Long Thanh expressway, with a total investment of more than 570 million USD. The event was attended by Minister of Finance Nguyen Van Thang, along with representatives from various ministries, departments, local authorities, investors, and contractors.

In this project, DEOCA Consortium is the contractor for Package XL01, valued at over 212 million USD. This package covers construction from Km4+00 to Km13+900, with an expected duration of 18 months.
Minister Nguyen Van Thang said that the strategic project will expand the development space not only for Ho Chi Minh City and Dong Nai but for the entire southern key economic region.
The project is planned to operate in sync with Long Thanh International Airport project, meeting the growing transport demands, reducing travel time and costs, and better serving residents and tourists, promoting socio-economic development.
This is the first project to be implemented under the public investment model, with a state-owned enterprise as the managing agency in accordance with the law on public investment. The successful implementation of this project is highly significant, as it will affirm the correctness of current policies, realize the Party's direction on decentralization, as well as attract and diversify investment resources. It will also contribute to completing the national road network under the 2021–2030 plan with a vision to 2050.

"This project has a huge workload, including many complex and challenging components. To ensure the project’s progress and quality, I urge Ho Chi Minh City and Dong Nai province to continue supporting the investor, consultants, and contractors. This includes addressing difficulties and issues related to land clearance, providing construction materials, ensuring security and order, and organizing safe and convenient traffic flow for the public during construction,” the Minister stressed.
The expansion project of Ho Chi Minh City - Long Thanh expressway spans approximately 22 km across Ho Chi Minh City and Dong Nai. Its starting point is at the Ring Road 2 interchange in Ho Chi Minh City (Km4+000), while the end point is at the intersection with Bien Hoa - Vung Tau expressway in Dong Nai (Km25+920). The route generally follows the existing road, expanding to both sides, with the section over Long Thanh bridge expanding to the right of the existing route (downstream).
In Quang Ngai province, Project Management Unit 2 and Quang Ngai - Hoai Nhon Project Management Board began work to complete tunnel 1 on the route. The tunnel 1 is 610m long and one of six tunnels on the Eastern North - South expressway that are being completed from 2021 to 2025.

Mr. Ngo Truong Nam, General Director of DEOCA Group, also the contractor’s representative, explained that in phase 1, only the right tube of the tunnels was fully constructed (including electromechanical systems for operation). The left tube was excavated and lined to protect the structure and serve rescue operations. Operating only one tube with 2 lanes increases traffic congestion and safety risks, especially during holidays.
"Completing both tubes to ensure synchronized operation with the rest of the route is necessary to increase traffic capacity and ensure safety. Additionally, by completing the tunnels now, we can maximize the use of the contractor's available machinery, equipment, and manpower, saving both time and cost," Mr. Nam said.
Currently, the construction of both tubes of tunnel 1 is complete, and the electromechanical systems, and ITS equipment have been installed in the right tube. In phase 2, the contractor will install the same equipment in the remaining tube. Tunnel 2, which is 700m long, has also had both tubes constructed, with the right tube's electromechanical systems and ITS equipment already installed. The left tube is expected to break ground in Q4/2025 and be completed in Q2/2026. Tunnel 3, which is 3.200m long, has had both tubes fully excavated. The right tube is scheduled to have its construction and installation of electromechanical and ITS equipment completed by the end of December 2025, while the left tube is expected to be invested in and completed in Q3/2026.
The final 10 km of Quang Ngai - Hoai Nhon expressway (section which connects to Hoai Nhon - Quy Nhon expressway) has been basically completed.
The projects recently launched from North to South, not only enhance the national transport infrastructure system but also demonstrate DEOCA Group’s role and responsibility in working alongside the Government and localities to carry out key projects.
