Efforts in construction and support for local contractor development

On February 5, 2025, Mr. Ho Minh Hoang, Chairman of the Board of Directors of DEOCA Group inspected the progress of package XL24 under Tuyen Quang – Ha Giang expressway project, extended Lunar New Year greetings, and encouraged the contractors' officials and workers.

According to the report from the Executive Board of package XL24, a total of 152 pieces of machinery and equipment, along with 230 officials, engineers, and workers, have been mobilized to carry out the construction work at 19/19 assigned bridge locations. The total executed value has currently reached approximately 6.84 million USD out of 24.54 million USD, equivalent to 30.66% of the plan. The contractor consortium is currently implementing key project components, including bored piles, shafts, abutments, and pier caps.

The site clearance work for the package still faces many obstacles, which significantly affect the construction progress. Although 16 months have passed since construction began, the site handover has yet to be fully completed. Among the 20 bridge locations, 19 have been partially or fully handed over for site clearance, whereas the overpass at Km54+175.83 has yet to be handed over, disrupting the implementation of key project components. The fragmented site clearance condition poses many challenges in constructing access roads, coordinating machinery, and transporting materials to the construction site.

After inspecting the construction site and reviewing reports from the Executive Board, the Chairman of the Board of Directors instructed a thorough review of the causes of delays in site handover, requested proposed solutions, and emphasized close monitoring of progress. "If delays in site handover persist, the Executive Board and the Project Management Board must report to the provincial authorities and recommend a clear determination of responsibilities among relevant parties", the Chairman emphasized.

The Chairman of the Board of Directors also instructed the leadership of DEOCA Group, as the lead contractor of the consortium in charge of this package, to continue training and upskilling officials, engineers, and workers from subcontractors. The integration of training and on-site practice enables workers to quickly adapt and meet increasingly demanding job requirements while also supporting local businesses in strengthening their organizational structure and workforce, fostering growth through the project.

Regarding financial management, the Chairman of the Board of Directors highly appreciated the cash flow management model currently applied to the project. He instructed the Group's leadership to continue supervising and refining the approach for wider adoption across other projects, ensuring financial stability and preventing construction disruptions.

As part of the business trip, the Chairman of the Board of Directors directly conducted the inspection of the on-site laboratory. He instructed the laboratory unit to closely coordinate with the contractor, establish and issue standardized testing regulations, implement standardized sample inspection procedures, and ensure adherence to hygiene and occupational safety standards. The laboratory is responsible for inspecting and assessing the quality of input materials, verifying technical specifications, and supporting quality control in construction execution.

“The Executive Board must convene conferences with contractors and suppliers to address challenges, identify solutions to obstacles, and enhance construction efficiency”, Mr. Ho Minh Hoang emphasized.

In response to the Group’s leadership directives, the Executive Board of package XL24 affirmed their commitment to promptly coordinating with subcontractors to develop a detailed progress plan, ensure its execution, conduct weekly progress reviews, and propose timely solutions to ensure schedule adherence.

"The Executive Board is working closely with the investor and relevant authorities to accelerate site handover, particularly for key components such as the overpass on National Highway 2. Construction units are also adjusting their implementation plans, mobilizing manpower and equipment in readiness to commence construction immediately upon site clearance, striving to recover the progress”, Mr. Le Duc Tranh, Director of the Executive Board of package XL24, affirmed.

The representative of the Executive Board of package XL24 emphasized that the acceleration of site handover requires intervention from local authorities and relevant agencies to resolve existing bottlenecks. The goal for 2025 is to complete the package on schedule while ensuring construction quality, occupational safety, and compliance with the project's technical requirements.

On the occasion of the Lunar New Year, the Chairman of Board of Directors of DEOCA Group visited the site, extended his new year greetings, presented red envelopes, and encouraged contractors and staff to continue striving for excellence in their work on the package, while emphasizing the importance of overcoming challenges and working together towards the goal of completing the package on schedule in 2025.

Tuyen Quang - Ha Giang expressway project (phase 1) spans a total length of 77 km, divided into 6 construction and installation packages (from XL19 to XL24). This is a key transport infrastructure project that plays an important role in enhancing inter-regional connectivity and promoting the socio-economic development of Tuyen Quang province in particular and the northern region in general. Among these, package XL24 includes 22 bridge works along the entire route.
