Signing of 313 billion USD contract package under Ngoc Hoi bridge project

On August 16, in Hanoi, DEOCA Group and its consortium partners signed a contract with the Hanoi Transport Construction Investment Projects Management Board. The contract is for Package 07/TP3-EPC, valued at 313 billion USD and under Component Project 3 for the construction of Ngoc Hoi bridge and its approach roads.

The contractor joint venture and the Project Management Board signed a contract to implement Package 07/TP3-EPC.

The 313 billion USD Package 07/TP3-EPC covers the design, material and equipment supply, and construction (including survey and BIM application) of Ngoc Hoi bridge and approach roads under Component Project 3. The Hanoi Transport Construction Investment Project Management Board is the investor. According to Decision No. 751 dated August 15, 2025, the Management Board and EPC consortium selected includes DEOCA Group JSC, Pacific Construction Co., Ltd., China Railway Major Bridge Reconnaissance & Design Institute Co., Ltd., Trung Chinh Trading & Construction Co., Ltd., VNCN Engineering Construction and Investment JSC, Investment and Construction JSC No. 18, Delta Commercial and Construction JSC, Thanh Huy Group JSC, and Vietnam Infrastructure Consultant & Investment JSC.

At the ceremony, Mr. Ngo Ngoc Van, Director of the Hanoi Transport Construction Investment Projects Management Board, emphasized that the Board and all parties have worked hard under the direction of the Hanoi People’s Committee to ensure the project stays on schedule. “Now that the EPC contract has been officially signed, the consortium of contractors must mobilize materials, equipment, and manpower to complete the project as soon as possible,” he stressed.

The main bridge is designed to accommodate six lanes for motor vehicles and two mixed-use paths.

Ngoc Hoi bridge is one of 18 road bridges over the Red River included in Hanoi's Transport Development Planning through 2030, with a vision to 2050, approved by the Prime Minister under Decision No.519 dated March 21, 2016. The project was approved by the Hanoi People’s Committee under Decision No. 2878 dated June 10, 2025, with a total investment of 388 billion USD. It aims to connect Thanh Tri district (Hanoi) with Van Giang district (Hung Yen province), strengthen regional linkages, and foster socio-economic development in southern Hanoi and neighboring provinces.

The expected total length of the project is about 7.5 km, with approximately 5.4 km in Hanoi and 2.1 km in Hung Yen. The starting point at Km0+000 links with the end of Ring Road 3.5, from Phuc La - Van Phu to Phap Van - Cau Gie expressway, located about 360m from the right Red River dike in Thanh Tri district, Hanoi. The endpoint at Km7+500 connects with Ring Road 3.5, about 700m from the left Red River dike toward Hanoi - Hai Phong expressway in Van Giang district, Hung Yen.

The main bridge over the Red River is a cable-stayed structure with a span layout of L(165+350+165)=680m. The pylon height is approximately 95m from deck level to the tower top. The main bridge width (including inspection paths) is Bc=32.3m, total bridge width (including cable-stay anchorages) is B=38.3m, accommodating six lanes for motor vehicles and two mixed-use paths. The approach bridges extend about 6.58 km with a width of B=33m. The bridge abutment wall is 100m long with a width of B=33m, while the approach road in Hung Yen is about 140m long and has a width of B=32m.

The project also includes synchronized construction of technical infrastructure, lighting, ITS (intelligent transport systems), traffic management, and other components for inspection, maintenance, all in accordance with current standards and regulations.

Once completed, Ngoc Hoi Bridge is expected to enhance connectivity between Hanoi and Hung Yen, as well as new urban areas. It will also serve as a driving force for socio-economic development in the southern part of the city and other provinces in the southern and southeastern regions of the capital. The route will help distribute traffic, reduce pressure on the city center by diverting vehicles traveling from the North and Northwest to the Southeast. This will help alleviate congestion and improve overall traffic flow.
