After 1 week of mobilizing, nearly VND 1 billion was sent to Cao Bang contributing to implement Uncle Ho's teaching in the talk with the leaders of the province in early spring of 1961: “Cao Bằng must to “cao bằng” (as tall as – a pun) the best provinces, it’s best that Cao Bằng is beyond everyone else”.

Cao Bang Province is a majestic land, the border area of the country, the history of Cao Bang is associated with the history of Vietnamese revolution. However, the current traffic situation is still weak, with 95% of the population being ethnic minorities, the winding mountain passes have made Cao Bang isolated. To reach Cao Bang, there are only National Road 3 and National Road 4A. These two roads go through steep and mountainous terrain, many sections have been seriously degraded making it difficult for vehicles to travel, unsafe and causing frequently traffic accidents and congestion.

Cao Bang has the advantage of 330km of border with China, full of socio-economic development potential with dense border gate system. But the barriers of transport infrastructure prevents Cao Bang from maximizing its potential as well as other border provinces.

The expressway Dong Dang - Tra Linh connecting Cao Bang not only ensure national security but also remove bottlenecks for the province's socio-economic development. Secretary Lai Xuan Mon once said: “Dong Dang - Tra Linh Expressway is a long-standing aspiration of the people and many leadership terms in Cao Bang”.
