On December 28, at the University of Transport Ho Chi Minh City (UTH), officials and engineers from the DEOCA Group who were selected to attend the first cohort of the Railway - Metro Construction program officially graduated.
The event marks an important milestone in the Group’s methodical, long-term investment strategy aimed at proactively building a high-quality workforce, ready to participate in the new era of urban rail and high-speed railway development in Vietnam.

Facing increasingly stringent requirements in specialized infrastructure sectors such as metro systems and high-speed railways, DEOCA has clearly defined its objective: ensuring that domestic human resources do not fall behind, gradually mastering technology, and deeply engaging in the investment - construction - operation value chain of major projects, including the railway sector.
While many organizations are only beginning to implement short-term training courses or sending personnel for fragmented training programs, DEOCA has proactively prepared its workforce at a very early stage.
The Group adopted a structured and systematic approach by commissioning formal academic training and organizing a long-term program that standardizes both theoretical foundations and on-site construction practices. As a result, in less than two years, DEOCA has built a team of railway-metro engineers holding accredited degrees, with solid field experience and ready to take on core roles.
This early preparation is proving highly effective as numerous urban rail and high-speed railway projects are expected to enter the implementation phase in the near future. DEOCA is no longer in a position of “searching for talent,” but instead already possesses a well-trained, elite workforce ready to be deployed at the right strategic moment - creating a distinct competitive advantage not easily achieved by other enterprises.
The program was implemented under a “training order” from DEOCA Group, with a carefully designed curriculum and the participation of lecturers and experts from countries with advanced railway industries such as China, Japan, and Singapore. Through this approach, participants were equipped not only with a comprehensive theoretical foundation but also gained direct exposure to practical construction, management, and operation of modern Railway - Metro projects.
The first cohort brought together key officials and engineers from DEOCA Group and its partners, all of whom had previously graduated in disciplines such as Bridge and Road Engineering, Transport Infrastructure Construction, Hydrogeology, and Geotechnical Engineering. After nearly two years of rigorous study, the participants have now completed the program and officially graduated in Railway–Metro Construction.
Upon graduation, the participants have gained additional specialized knowledge and skills, enabling them to join the Group in upcoming projects, while also expanding their professional capacity and diversifying their expertise in the transport infrastructure sector in the next phase.
At the graduation ceremony, many newly graduated engineers expressed their emotion and gratitude for the vision and people-centered investment policies of the Group’s leadership.
Mr. Nguyen Van Duc from ICV Vietnam Investment and Construction Joint Stock Company shared:“DEOCA Group has created all necessary conditions for engineers to enhance their skills to a professional level, helping us develop comprehensively. That is why we are always ready to contribute and are committed to long-term dedication”.
Sharing the same perspective, engineer Nguyen Duy Song, Director of the Khe Net Tunnel Operations Board (Quang Binh), stated: “Very few enterprises organize such a structured and in-depth training program for personnel in a specialized field like Railway–Metro Construction. This course has provided a significant volume of knowledge, giving us greater confidence to undertake key projects in the coming time”.

The DEOCA’s new graduates
Many participants, despite being directly involved in on-site project execution and management, often working in shifts and maintaining constant presence on construction sites, remained steadfast and disciplined in completing the program. They regarded the course as an important mission entrusted to them by the organization.
Mr. Nguyen The Long from Hoang Long Construction Consultancy Joint Stock Company noted that close coordination between the university and the enterprise in arranging class schedules enabled participants to both maintain construction progress and fully attend training modules.
“Balancing work and study was quite demanding, especially for those working three shifts on site. However, thanks to the flexible scheduling by the Group and the university, we made every effort to complete the program on schedule,” Mr. Long said.

Holding a Bachelor’s degree in Railway - Metro Construction along with hands-on experience gained from major infrastructure projects has further strengthened the confidence of DEOCA engineers as they enter this new field. Many graduates expressed their confidence that when the Group implements metro or railway projects, they will successfully fulfill their assigned responsibilities. They also expressed a desire to pursue advanced training programs in the future, aiming to be fully prepared for participation in international projects.
Evaluating the program, Associate Professor Dr. Pham Thi Anh from UTH stated that although the program was initially scheduled to conclude in February 2026, it was completed two months ahead of schedule thanks to flexible time arrangements and the serious, resilient learning spirit of the participants.
She emphasized:“The graduation ceremony is not only the outcome of a training program, but also a vivid demonstration of DEOCA Group’s philosophy of ‘placing people at the center and knowledge as the foundation for value creation’ - contributing to the development of sustainable infrastructure works for the country”.
