On February 22, 2025, Vice Chairman of the Board of Directors Phan Van Thang led a delegation to inspect the implementation of the XL1, XL4 package of Ho Chi Minh City Ring Road 3 and the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway. Accompanying him were Vice Chairman Nguyen Minh Giang, General Director Khuong Van Cuong, along with representatives from the Executive Boards of member units and relevant departments.
At the XL1 package site, the delegation received a briefing from the Project Executive Board on construction progress, key milestones, and outstanding challenges requiring resolution to ensure timely completion.
Management Board reports on the construction status of Tan Van Interchange
Deputy General Director Duong Hoai Thanh stated that the Management Board of the XL1 package has mobilized nearly 300 personnel and 100 pieces of machinery and equipment, deploying 16 construction teams focused on key tasks such as bored piles, pier bases, beam casting, earth excavation, and cajuput pile reinforcement. As of now, the project's output has reached approximately 166 out of 1,634 billion VND, equivalent to over 10% of the contract value.
Currently, 98.5% of the site has been handed over. However, several bottlenecks remain, and some technical infrastructure has yet to be relocated, significantly impacting the construction progress of the contractor consortium. Additionally, the Tan Van Interchange, a complex junction crossing National Highway 1 with heavy traffic, presents a major challenge in ensuring both safe construction and smooth traffic flow.

To expedite the handover of cleared land, the Management Board has been proactive in coordinating with relevant authorities, formulating detailed plans, and facilitating the relocation of technical infrastructure. This process is expected to be completed before March 1, 2025, to ensure the project's construction timeline remains on track.
As for traffic safety during construction, Đèo Cả, as the lead contractor of the consortium, has taken the initiative in developing a phased traffic safety plan. This approach aims to prevent site overlaps between contractors and implement appropriate traffic diversion strategies, ensuring smooth and safe traffic flow throughout the construction process.
For package XL4, 14 construction teams have been deployed, comprising 245 personnel and 124 pieces of machinery and equipment. The project's output has reached 293 out of 1,426 billion VND, equivalent to over 20% of the contract value.
According to the Executive Board, the biggest challenge for this package is the shortage of essential materials such as soil, stone, and sand. In particular, the sand supply is facing severe constraints, as many sand mines have expired, are difficult to access, or have surged in price. This has led to disruptions in sourcing materials for weak soil treatment and road embankment construction. The scarcity not only impacts the project's progress but also affects the approved cost estimates and the processing of payment documents.
To address this issue, the Package Management Board is actively sourcing qualified sand mines and coordinating with suppliers to ensure timely transportation. Additionally, it has urged the investor to engage with state agencies to accelerate licensing for material mines with suitable reserves, securing a stable and cost-effective supply.
Vice Chairman Phan Van Thang recognized the efforts of the Management Board, engineers, and workers on-site, stressing the need to uphold both progress and quality. He instructed the Management Board to clarify responsibilities, designate focal points for each task, and streamline coordination among departments and agencies for efficient operations.
Regarding subcontractor management, the Board of Directors emphasized strict oversight, urging the Executive Board to reinforce accountability and strengthen the role of the general contractor in expediting, supporting, and ensuring compliance with project requirements.
“We must take action ourselves, not leave everything to subcontractors. The general contractor is responsible not just for supervision but for active support to guarantee quality. There is no room for complacency” Vice Chairman Phan Van Thang affirmed.
Regarding machinery and equipment, the Board of Directors emphasized the need for the Executive Board to proactively assess on-site conditions and flexibly decide between renting or reallocating resources from other projects. This approach aims to optimize efficiency, enhance construction performance, and maximize benefits for the Group.
The delegation then inspected the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project. The Executive Board provided updates on key aspects, including geological surveys, material sourcing, technical and construction drawing designs, project enterprise consolidation, and challenges related to legal procedures, workforce mobilization, and local coordination.

Vice Chairman Phan Van Thang emphasized that, leveraging the Group’s extensive experience in PPP projects, the Executive Board must adopt a proactive approach. Departments should coordinate closely, execute tasks concurrently, and avoid delays or a passive mindset. Accelerating preparatory steps is crucial to ensure early commencement of construction.
For internal documentation, the Executive Board must urgently finalize forms, develop workflow charts, and expedite technical design progress to ensure readiness once construction begins.
Regarding site clearance, a dedicated task force should be established with clearly assigned responsibilities to expedite the process. Similarly, for material sourcing, the Executive Board must dispatch a working group to conduct on-site surveys, engage with local authorities, clarify extraction plans, and proactively develop a detailed strategy.
Regarding personnel coordination, General Director Khuong Van Cuong affirmed that the staffing framework is in place, and the Project Executive Board is proactively reinforcing the team. All personnel involved must possess strong expertise and align with the corporate culture to ensure effective execution.
Vice Chairman Nguyen Minh Giang urged the Executive Board to maintain close oversight, adhere to the Group’s directives, and stay proactive in all situations. He also emphasized the need for project enterprises to swiftly finalize their organizational structure, ensuring a streamlined, efficient workforce without resource dispersion. “Personnel assignments must be clear, and departments must stay closely connected to ensure seamless operations,” he stressed.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, spanning 52 km through Binh Duong province, is being developed under the PPP model by the Becamex - Deo Ca joint venture. The project commenced on February 1, 2025, and is expected to be completed by 2028.
Once operational, the expressway will enhance connectivity between Ho Chi Minh City and Binh Phuoc, facilitate urban and industrial expansion, and serve as a catalyst for socio-economic growth in the Southeast region, while also strengthening national defense and security.
