Advisory Council works with Quang Ngai – Hoai Nhon Project Management Board

In 2 days, May 19-20, 2023, the Advisory Council of Deo Ca Group visited and worked at the Quang Ngai - Hoai Nhon project.

The delegation led by Prof. Dr. Tran Chung - PCT PCT, together with Advisors Nguyen Thanh Trang, Ngo Van Quy and Le Van Hy visited the construction site of 3 bidding packages at critical items and employees’ accommodation.

The Advisors observed the construction progress and discussed various aspects, such as site clearance, material sources, and safety issues. They also emphasized the need to accelerate tunnel excavation to open the tunnel door for construction inside before the rainy season.

Advisor Tran Chung reminded about food safety and hygiene, living and resting conditions, particularly emphasizing the need to sample and test underground water before using it when visiting the employees' accommodation.

Following the site inspection, a working session was held at the field office of the XL2 package, where the mission team and the Executive Board convened to outline the key points of the working program.

An overview of the project implementation was reported by the Board of Directors. By May 20, a total of 32 out of 39 construction teams had been implemented simultaneously along the entire route. This involved the mobilization of 948 personnel and 371 machinery. The realized output reached 91.25 billion VND out of the total budget of 14,500 billion VND, accounting for 0.59% of the project's progress. Various tasks such as digging tunnel gates, installing bored piles for large bridges, clearing the ground, removing unsuitable materials, and constructing public roads were also carried out.

The immediate difficulty is still the site clearance work. Currently, more than 80% of the ground has been handed over, but the reachable site is only about 50%. The scatter distribution of uncleared sections also affects the construction of official roads to coordinate machinery and materials.

The source of soil is encountering challenges as commercial mines are primarily focused on supplying materials for resettlement sites. Beside, somes are difficult to access and licensing procedures prolonged. Moreover, the process of clearing soil mines and waste dumps is also challenging due to the higher costs demanded by the local population compared to the compensation unit price.

Consultant Ngo Van Quy remarked that in terms of cost management and machinery and equipment, businesses need to prioritize efficiency alongside meeting project deadlines. Thus, profitability can be achieved by effectively managing costs. Advisor Quy further added that factors such as progress, material management, machinery, internal records, and emerging issues may impact costs.

"Construction management need to be highly scientific, formulate a comprehensive plan to maximize efficiency, and periodically evaluate to promptly detect problems", the Advisor emphasized.

The working session also discussed other topics including community monitoring results, digital technology application, quality management model, contractor capacity, communication work, etc

After discussing, Advisor Tran Chung systematized and made conclusions on the working content, praising the efforts and determination of the Board of Directors and staff when completing a huge amount of workload in a short time. The Advisory Council will promptly implement the Board's recommendations.

Mr. Tran Chung stated that the Quang Ngai - Hoai Nhon project benefits from the Group's experience in approaching and implementing similar projects. The project also benefits from concentrated resource mobilization, demonstrating determination and high responsibility. The Advisory Council hopes to receive more frequent project updates for timely advice.

“Should the project encounter any issues requiring consultation, we are prepared to offer our expertise in constructing bridges, roads, and tunnels through our pool of proficient professionals,” the Advisor said.

On behalf of the Board of Management, Deputy General Director Nguyen Quang Huy thanked the advisors for their attention and sharing, and confirmed their plans to enhance information exchange. Additionally, the Deputy General Director expressed the desire for regular working sessions with the Board of Directors to receive advice and boost morale, while also hearing the voices of construction workers.

“To heed advisors' input, the Executive Board will adapt to guarantee project completion according to their commitment to the Government and the people”, Mr. Huy said.

Also within the framework of the program, Advisor Le Van Hy chaired a meeting to share skills with the press for employees. Quang Ngai - Hoai Nhon Expressway is a large-scale national key project, and the Group prioritizes information transparency for the community and is well-regarded by the media and the public. Dr. Le Van Hy shared his experiences ensuring accurate, regulatory-compliant, and prompt communication with the press for effective information dissemination to the public.
