Overcoming difficulties, accelerating construction of Package XL-24 on Tuyen Quang – Ha Giang expressway

On October 22, 2025, Advisor Tran Chung – Vice Chairman of the Advisory Council of the Group – together with Advisor Bui Van Ha inspected Package XL-24 of Tuyen Quang – Ha Giang Expressway Project and held a working session with the Package Management Board.

The delegation carried out on-site inspections of several key progress items under Package XL24, including the Overpass at National Highway 37, O Ro Bridge, the Overpass at National Highway 2, and the Km48 Viaduct – all critical structures affecting the project’s overall schedule.

According to the Management Board’s report, the construction site currently deploys 340 engineers and workers, along with 120 pieces of machinery and equipment, operating across 40 simultaneous work fronts. As of now, the package has achieved an output value of VND 340/532 billion (equivalent to 66%). The target is to complete deck construction and road approaches at the major bridges along the main route by December 19, 2025, to ensure traffic connection.

At the Overpass on National Highway 37 (Km36+990), the contractor has completed all bored piles, abutments and piers, casting and launching of deck girders, and completed deck slabs for 2 out of 3 spans. The delegation acknowledged that progress was fundamentally on schedule but noted the need to accelerate construction of guardrails and bridge approaches to ensure timely opening to traffic.

At O Ro Bridge, 44/46 bored piles have been completed; Abutment M1 is under construction; piers T1 and T2 are completed; pier T3 has finished its column structure; pier T4 is under construction; Abutment M2 is completed; and 17/25 Super T girders have been cast. Construction progress is facing difficulties due to high-voltage power lines obstructing equipment movement, making it complicated to transport girders from the main road into the site.

Advisor Tran Chung requested the Package Management Board to submit a detailed report so the Group Headquarters could officially notify the Tuyen Quang Provincial People’s Committee, and, if necessary, report to the Government Steering Committee for National Key Projects.“Delays in site clearance for the high-voltage power lines pose a direct risk to the completion schedule of the entire package”, Advisor Tran Chung emphasized.

“The contractor consortium is accelerating material supply for the remaining items on site. Concurrently, we are coordinating with the investor and supervision consultants to open transport routes and plan girder launching by late November, aiming to meet the target of opening traffic on December 19”, said Mr. Le Duc Tranh – Director of the Package Management Board.

At the interchange overpass on National Highway 2, 35/44 bored piles have been completed; abutment M1 has not yet begun; one of the two single-pier structures has been implemented; abutment M2 has not begun; and 29/30 Super T girders have been cast. Due to fractured and weathered rock geology, bored pile drilling has been difficult, leading to delays. The contractor has taken corrective measures and is increasing work fronts to ensure that deck traffic can be opened before December 19, while striving to complete embankment approaches up to the load-reduction slabs.

At the Km48+31.50 viaduct, 32/35 bored piles have been completed; abutment M1 has not yet begun; piers T1, T2, T3, and T4 are completed; pier T5 has completed its structure; abutment M2 is completed; and 25/30 Super T girders have been cast. Substructure progress is under control, with deck slabs and guardrails currently being executed.

At other locations, the contractor consortium is urgently accelerating construction. A representative of the Management Board reported: “Recent flooding caused serious damage to the construction access roads, creating difficulties for execution. However, the contractor consortium quickly restored access and resumed construction. Overall, the major items are tracking the assigned schedule”.

The advisors acknowledged the proactive site organization, reasonable work segmentation, and requested units to maintain momentum and make good use of favorable weather conditions to secure progress.

After the site inspection and hearing reports, the delegation held a meeting at the Package Management Office to propose solutions addressing remaining challenges and bottlenecks.

Regarding overall progress, Advisor Tran Chung reiterated the nationwide target of achieving 3,000 km of expressways by December 19, including the Tuyen Quang – Ha Giang project:“The positive thing is that most of our works were not directly damaged by floods, but the weather has undeniably affected progress. Time remaining to meet the traffic-connection milestone is very limited, but we must remain determined to achieve the December 19 commitment, while ensuring construction quality”.

Advisor Tran Chung requested the Management Board to strictly supervise progress, regularly update actual field conditions, and build a detailed execution schedule for each work item. He also emphasized the need to anticipate risks and prepare contingency plans to ensure schedule security.

Regarding technical and construction organization, Advisor Tran Chung stressed that each work item must clearly identify remaining tasks and specify detailed requirements in terms of materials, equipment, and personnel. He reminded the Management Board to implement technical solutions at deck-to-road transition points executed by the roadway contractor, ensuring proper execution of expansion joint systems for smooth and safe vehicle movement.

Advisor Bui Van Ha requested the Management Board to specify difficulties and obstacles for each work item so that solutions can be applied step by step.“With less than two months to the traffic-connection milestone, we must utilize every day, develop weekly plans at each construction location, and closely track progress”, Advisor Bui Van Ha said.

Regarding site clearance, advisors recommended urgently working with relevant authorities to speed up completion as committed with the contractor consortium. If needed, official reports can be escalated to the Provincial People’s Committee or higher levels to secure necessary construction access.

Regarding documentation and administrative tasks, the advisors recommended that relevant units coordinate to finalize dossiers and rectify omissions to ensure payment submissions follow proper procedures for projects funded by state budget capital.

Regarding occupational safety, advisors reminded contractors to ensure proper provision, inspection, and supervision of protective equipment usage. For oversized and overweight structures, transportation plans must be carefully calculated. “Despite tight progress pressure, labor safety must remain absolutely controlled; no incidents can be allowed”, Advisor Bui Van Ha emphasized.

The advisors encouraged staff, engineers, and workers on-site who have made efforts to overcome difficulties to maintain project progress, while reminding that although the remaining workload is not large, challenges remain and focus is required to ensure the project finishes on schedule.

Tuyen Quang – Ha Giang Expressway Project (Phase 1) has a total length of 77 km and includes six construction packages (from XL19 to XL24). This is a major project with significant importance for the socio-economic development of Tuyen Quang Province and the broader Northeast and Northwest regions.

Package XL24 is executed by a consortium led by Deo Ca Group and consists of 22 bridges along the entire route.
