International cooperation opens new prospects for optimal solutions to major projects

During a recent business trip to China in early August, a delegation from DEOCA Group, led by Chairman Ho Minh Hoang, held a meeting at the Vietnamese Embassy in Beijing. The event, including representatives from the Asia-Pacific Institute for Sustainable Development, China Design Group, and China Railway Design Group, aimed to explore collaborative opportunities among the parties.

The meeting, held on August 7, was facilitated and chaired by Mr. Pham Thanh Binh, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam in China, with the coordination of the Vietnamese Embassy in China.

Cooperating to learn from international advances is essential

Opening the session, Ambassador Pham Thanh Binh affirmed that DEOCA Group is a leading enterprise in Vietnam’s transportation infrastructure sector, having successfully implemented numerous large–scale projects nationwide.

He expressed his hope that the collaboration between DEOCA and reputable Chinese companies would enable the Group to further strengthen its contribution to Vietnam’s infrastructure development.

In response, Chairman of the Board of Directors Ho Minh Hoang extended his gratitude to Ambassador Pham Thanh Binh and the Vietnamese Embassy in China for their trust and for connecting DEOCA with major Chinese partners.

Mr. Hoang noted that China’s transportation sector has achieved remarkable achievements. He emphasized that it is essential for Vietnamese businesses to proactively research and learn from international advances, as this will help them accumulate knowledge and exchange experiences. Therefore, they can ultimately contribute to the development of national transportation infrastructure.

As a company entrusted by the government to research and implement numerous key infrastructure projects, DEOCA Group is committed to developing a "green" and convenient transportation system. Its focus is on prioritizing public transport and enhancing connectivity between economic hubs and localities.

Citing the Red River riverside boulevard and landscape project, which DEOCA Group has researched and proposed for investment, Mr. Le Quynh Mai, Vice Chairman of the Board of Directors of DEOCA Group, highlighted Vietnam’s growing demand for public spaces and public transportation in the coming years. This requires modern and well–planned construction solutions, as well as more effective appraisal processes of planning documents.

“We intend to cooperate with partners that share our vision for the transportation system to jointly review existing plans and the current state of the sector, thereby proposing solutions for modern transportation challenges. This includes flyovers, underpasses, and other critical projects, along with the development of Transit-Oriented Development (TOD) models,” Mr. Le Quynh Mai said.

At the working session, DEOCA Group also proposed that the Asia-Pacific Institute for Sustainable Development collaborate in reviewing the planning documents for several of the Group’s projects. They also requested that the Institute help identify financially capable investors for the Group’s proposed PPP projects and serve as a bridge linking the Group with projects across Southeast Asia.

Dr. Li Haifeng, Deputy Director of the Asia-Pacific Institute for Sustainable Development, stated that his organization, with its expertise in research, strategic consulting, and sustainable development projects in China and internationally, is keen to contribute to Vietnam’s infrastructure projects through cooperation with DEOCA Group. Dr. Li affirmed that the Institute’s leading experts could provide practical solutions that meet DEOCA’s needs.

The Asia-Pacific Institute for Sustainable Development is an agency under the China Asia-Pacific Economic Cooperation Center (which reports to the State Council) with over 30 years of experience. Its main areas of research include transportation infrastructure, energy, green finance; railways, smart cities, and digitalized transport; agriculture, new technologies, AI, and traditional culture; Investment planning consultancy, low-carbon development, and PPP cooperation. The institute is currently involved in or consulting on major projects in Vietnam, such as Hanoi's Ring Road 4, the North-South Railway, and the Hanoi–Lao Cai–Hai Phong Railway.

Abundant opportunities for collaboration

Introducing the Group’s capabilities, Mr. Le Quynh Mai, the Vice Chairman of the Board of Directors, stated that DEOCA holds an 80% market share in tunnel construction. The company has constructed more than 55 kilometers of tunnels, 7 major bridges, and over 600 kilometers of roads nationwide. It is the only company in the country capable of constructing special-grade tunnels (over 1,500 meters).

Currently, DEOCA is researching and acting as a proposing investor and general contractor for a series of expressway and railway projects in Vietnam under the PPP model. These projects, which will take place between 2025 and 2030, have a total investment of approximately $25.5 billion and a design cost of around $650 million. The Group is also researching investments in rest stops and commercial service areas to support these expressways.

DEOCA is currently researching and serving as a proposing investor as well as general contractor for a number of expressway and railway projects in Vietnam under the PPP model. Scheduled for implementation between 2025 and 2030, these projects have a total investment of about 25.5 billion USD and an estimated design cost of 650 million USD. In addition, the Group is also developing plans for investment in rest stops and commercial service facilities along these expressways.

Moreover, demand for TBM tunneling technology is increasing in Vietnamese railway projects, especially in urban areas. To meet this need, DEOCA Group has partnered with international companies to gain access to TBM technology through training agreements and technology transfer. The Group also intends to cooperate with design and design consulting partners for high-speed railway, metro, and smart city projects.

During the meeting, Mr. Yang Weidong, Chairman of the Board of Directors of China Design Group, expressed his interest in the partnership with DEOCA Group. With extensive experience in implementing EOD and TOD projects, Mr. Yang believes there are abundant opportunities for collaboration between the two companies in various fields, including roads, urban railways, landscaping, and auxiliary facilities.

China Design Group is headquartered in Nanjing. With a strong team of experts, the Group offers full-service capabilities including planning, surveying, design, supervision, and project management across transportation, infrastructure, industrial, and civil sectors. Through numerous national and international projects, CDG has established its reputation as a leading design and consulting enterprise, playing a key role in developing modern infrastructure in China and other countries.

“We are aware of DEOCA Group’s capabilities in Vietnam. If we move forward with a partnership on urban infrastructure projects, both sides will need to review investment models to ensure a balance of interests between investors and the government,” he remarked.

Adding his perspective on collaborating with DEOCA on railway projects in Vietnam, representatives from China Railway Design Corporation said that his company could provide end-to-end solutions, from research and planning to surveying for planning purposes. With experience in design consulting for around 400 PPP and EPC projects in 50 countries, the Group is ready to share its capabilities and international experience to partner with DEOCA.

China Railway Design Corporation is a leading Chinese consultancy in urban railway, metro, tunnel, signaling, electrification, and underground structures. The company has participated in consulting, design and supervision in numerous metro networks in Beijing, Guangzhou, Shenzhen, and Chongqing, as well as partnership experience in Southeast Asia’s PPP and EPC projects.

Chairman of DEOCA Group Ho Minh Hoang acknowledged the partners' comments and emphasized the need for a strategic partnership with these Chinese enterprises. This is built on urgency, sustainability, and efficiency that meet the development needs of DEOCA Group and the Vietnamese private sector in strengthening national transport infrastructure.
